4. Obligations and rights of pedestrians
| 4.1. | Pedestrians must move along sidewalks and pedestrian paths, keeping to the right side. If there are no sidewalks or pedestrian paths, or if movement along them is impossible, pedestrians may move along bicycle paths, keeping to the right side and not hindering bicycle traffic, or in a single file along the shoulder, keeping as far right as possible, and if there is no shoulder or it cannot be used, along the edge of the roadway facing oncoming traffic. In doing so, they must be careful and not interfere with other road users. |

| 4.2. | Pedestrians carrying bulky items, as well as persons moving in wheelchairs without an engine, leading a motorcycle, bicycle, or moped, pulling a sled, cart, and the like, if their movement along sidewalks, pedestrian or bicycle paths, or shoulders creates obstacles for other road users, may move along the edge of the roadway in a single file. |
| 4.3. | Outside populated areas, pedestrians moving along the shoulder or edge of the roadway must walk facing the movement of vehicles. Persons moving along the shoulder or edge of the roadway in wheelchairs without an engine, leading a motorcycle, moped, or bicycle, must move in the direction of vehicle traffic. |
| 4.4. | During darkness and in conditions of insufficient visibility, pedestrians moving along the roadway or shoulder must use reflective elements (a ribbon, sticker, vest, and the like) or wear clothing with reflective elements so that they can be detected in time by other road users. |
| 4.5. | Organized groups of people are allowed to move along the road only in the direction of vehicle traffic, in a column of not more than four persons abreast, provided that the column occupies no more than half of the width of the roadway in one direction. At the front and rear of the column, at a distance of 10-15 m on the left side, there must be escorts with red flags, and during darkness and in conditions of insufficient visibility, with lit lanterns: white at the front and red at the rear. |
| 4.6. | Organized groups of children may be escorted only along sidewalks and pedestrian paths, and if there are none, along the shoulder of the road in the direction of vehicle traffic in a column, but only during daylight hours and only when accompanied by adults. |
| 4.7. | Pedestrians must cross the roadway at pedestrian crossings, including underground and overground crossings, and in their absence, at intersections along the sidewalk or shoulder lines. |
| 4.8. | If there is no crossing or intersection within sight and the road has no more than three lanes for both directions combined, it is allowed to cross it at a right angle to the edge of the roadway in places where the road is clearly visible in both directions, and only after the pedestrian has made sure that there is no danger. |
| 4.9. | In places where traffic is regulated, pedestrians must follow the signals of the traffic controller or traffic lights. In such places, pedestrians who have not managed to complete the crossing of one direction of the roadway must stay on a safety island or on the line dividing traffic flows of opposite directions, and if there are none, in the middle of the roadway, and may continue crossing only when this is permitted by the corresponding traffic light or controller signal and after making sure that further movement is safe. |
| 4.10. | Before stepping onto the roadway from behind standing vehicles or any objects that restrict visibility, pedestrians must make sure that no approaching vehicles are present. |
| 4.11. | Pedestrians must wait for a vehicle on sidewalks, boarding areas, and if they are absent, on the shoulder, without creating obstacles to road traffic. |
| 4.12. | At tram stops not equipped with boarding platforms, pedestrians are allowed to step onto the roadway only from the side of the doors and only after the tram has stopped. After getting off the tram, the roadway must be cleared without delay. |
| 4.13. | When a vehicle approaches with a red and (or) blue flashing beacon and (or) a special sound signal activated, pedestrians must refrain from crossing the roadway or immediately leave it. |
| 4.14. | Pedestrians are prohibited from: a) stepping onto the roadway without making sure there is no danger to themselves or other road users; b) suddenly stepping out or running onto the roadway, including at a pedestrian crossing; c) allowing preschool children to go onto the roadway independently, without adult supervision; d) crossing the roadway outside a pedestrian crossing if there is a dividing strip or if the road has four or more lanes in both directions, as well as in places where barriers are installed; e) lingering or stopping on the roadway if this is not connected with ensuring road safety; f) moving along a motorway or road for automobiles, except on pedestrian paths and in parking and rest areas. |
| 4.15. | If a pedestrian is involved in a road traffic accident, they must provide any possible assistance to the injured, write down the names and addresses of witnesses, report the accident and the necessary information about themselves to the body or authorized unit of the National Police, and remain at the scene until the police arrive. |
| 4.16. | A pedestrian has the right: a) to priority when crossing the roadway at marked unregulated pedestrian crossings, as well as at regulated crossings when the corresponding signal of the traffic controller or traffic light is given; b) to require executive authorities and owners of roads, streets, and railway crossings to create conditions that ensure road safety. |
| 4.17. | Persons moving in wheelchairs have the right: a) to move along sidewalks, pedestrian or bicycle paths at the speed of a pedestrian; b) to move along the edge of the roadway of a road or street, or along the shoulder. |
| 4.18. | Persons moving in wheelchairs at pedestrian speed along sidewalks, pedestrian or bicycle paths have the right to priority crossing of the roadway at marked pedestrian crossings. While moving, they must comply with the requirements of these Rules concerning pedestrians' duties insofar as they do not contradict the requirements of this section. |
| 4.19. | Persons moving in wheelchairs along the edge of the roadway of a road or street, or along the shoulder, must move in the direction of vehicle traffic in the far-right lane; a left turn and a U-turn are allowed on roads with one lane for traffic in each direction and without tram tracks in the middle. While moving, they must comply with the requirements of these Rules concerning the duties of cyclists insofar as they do not contradict the requirements of this section. |
| 4.20. | Persons moving in wheelchairs are obliged: a) to use technically sound and properly equipped wheelchairs; b) not to carry loads that interfere with control; c) not to tow trailers; d) not to carry passengers. |
| 4.21. | Wheelchairs must be equipped with reflective devices, and when moving along the edge of the roadway of a road or street, or along the shoulder during darkness, with external lighting devices. |
