3. Movement of vehicles with special signals
| 3.1. | Drivers of emergency vehicles, when performing an urgent official assignment, may deviate from the requirements of sections 8 (except for traffic controller signals), 10-18, 26, 27 and paragraph 28.1 of these Rules, provided that a blue or red flashing beacon and a special sound signal are activated, and road safety is ensured. If there is no need to additionally attract the attention of road users, the special sound signal may be turned off. |

| 3.2. | When a vehicle with an activated blue flashing beacon and (or) a special sound signal approaches, drivers of other vehicles that may create an obstruction to its movement are obliged to give way and ensure unobstructed passage of the said vehicle (and the vehicles it escorts). Vehicles moving in an escorted convoy must have their low beam headlights on. If such a vehicle has blue and red or only red flashing beacons activated, drivers of other vehicles are obliged to stop at the right edge of the roadway (on the right shoulder). On a road with a dividing strip, this requirement must be fulfilled by drivers of vehicles moving in the same direction. |
| 3.3. | If during the escort of a vehicle convoy, the vehicle at the front of the convoy has blue and red or only red flashing beacons activated, the convoy must be closed by a vehicle with green or blue and green flashing beacons activated, after the passage of which the restrictions on the movement of other vehicles are lifted. |
| 3.4. | It is prohibited to overtake and pass vehicles with activated blue and red or only red flashing beacons, as well as green or blue and green flashing beacons and the vehicles (convoy) they escort, as well as to move in adjacent lanes at the speed of the convoy or to take a place in the convoy. |
| 3.5. | When approaching a stationary vehicle with an activated blue flashing beacon and a special sound signal (or without an activated special sound signal) standing on the shoulder (near the roadway) or on the roadway, the driver must reduce speed to 40 km/h and, if the traffic controller gives the appropriate signal, stop. Movement may be continued only with the permission of the traffic controller. |
| 3.6. | The activation of an orange flashing beacon on vehicles with the identification sign "Children", on mechanical vehicles of the road maintenance service during road works, on special and specialized purpose vehicles, on oversized and overweight vehicles, on agricultural machinery with a width exceeding 2.6 m, and on response vehicles of security entities does not give them priority in traffic, but serves to attract attention and warn of danger. At the same time, drivers of road maintenance service vehicles during road works are allowed to deviate from the requirements of road signs (except priority signs and signs 3.21-3.23), road markings, as well as paragraphs 11.2, 11.5-11.10, 11.12, 11.13, subparagraphs "b", "v", "g" of paragraph 26.2 of these Rules, provided that road safety is ensured. Drivers of other vehicles must not obstruct their work. |
