15. Stopping and parking
| 15.1. | Stopping and parking of vehicles on the road must be carried out in specially designated places or on the shoulder. |
|---|---|
| 15.2. | In the absence of specially designated places or a shoulder, or when stopping or parking there is impossible, they are permitted near the right edge of the roadway (as far to the right as possible so as not to obstruct other road users). |
| 15.3. | In populated areas, stopping and parking of vehicles are permitted on the left side of a road that has one lane for movement in each direction (without tram tracks in the middle) and is not divided by marking 1.1, as well as on the left side of a one-way road. If the road has a boulevard or dividing strip, stopping and parking of vehicles near them are prohibited. |
| 15.4. | Vehicles may not be placed on the roadway in two or more rows. Bicycles, mopeds, and motorcycles without a sidecar may be placed on the roadway in no more than two rows. |
| 15.5. | It is permitted to place vehicles at an angle to the edge of the roadway in places where this will not interfere with the movement of other vehicles. Near sidewalks or other places with pedestrian traffic, it is permitted to place vehicles at an angle only with the front part, and on ascents only with the rear part. |
| 15.6. | Parking of all vehicles in places marked by road signs 5.42.1, 5.42.2, 5.43 installed with plate 7.6.1 is permitted on the roadway along the sidewalk, and when installed with one of plates 7.6.2-7.6.6, only for passenger cars and motorcycles exactly as shown on the plate. |
| 15.7. | On descents and ascents where the method of placement is not regulated by traffic control devices, vehicles must be placed at an angle to the edge of the roadway so as not to create obstacles for other road users and to exclude the possibility of spontaneous movement of those vehicles. On such sections, it is permitted to place the vehicle along the edge of the roadway, turning the steering wheels in such a way that the possibility of spontaneous vehicle movement is excluded. |
| 15.8. | On tram tracks of the same direction located to the left on the same level as the roadway for non-rail vehicles, stopping is permitted only to comply with these Rules, and on those located near the right edge of the roadway only for boarding (alighting) passengers or to comply with these Rules. In these cases, no obstacles must be created for tram movement. |
| 15.9. | Stopping is prohibited: a) at railway crossings; b) on tram tracks (except for the cases stipulated by paragraph 15.8 of these Rules); c) on overpasses, bridges, viaducts, and under them, as well as in tunnels; d) on pedestrian crossings and closer than 10 m from them on both sides, except when giving way in traffic; e) at intersections and closer than 10 m from the edge of the intersected roadway where there is no pedestrian crossing, except for stopping to give way in traffic and stopping opposite a side driveway at T-shaped intersections where there is a solid marking line or dividing strip; f) in places where the distance between a solid marking line, a dividing strip, or the opposite edge of the roadway and the stopped vehicle is less than 3 m; g) closer than 30 m from boarding platforms for route vehicles, and where there are none, closer than 30 m from the road sign of such a stop on both sides; h) closer than 10 m from a marked road works site and within its area where this would create obstacles for working technological vehicles; i) in places where oncoming passing or bypassing a stopped vehicle would be impossible; j) in places where the vehicle blocks traffic light signals or road signs from other drivers; k) closer than 10 m from exits from adjacent territories and directly at the exit point. |
| 15.10. | Parking is prohibited: a) in places where stopping is prohibited; b) on sidewalks (except places marked by the relevant road signs installed with plates); c) on sidewalks, except for passenger cars and motorcycles that may be placed on the edge of sidewalks where at least 2 m remains for pedestrian movement; d) closer than 50 m from railway crossings; e) outside populated areas in the zone of dangerous turns and convex breaks of the longitudinal road profile with visibility of less than 100 m in at least one direction of movement; f) in places where a parked vehicle would make movement of other vehicles impossible or create an obstacle to pedestrian movement; g) closer than 5 m from container sites and/or containers for the collection of household waste, the location or arrangement of which complies with legal requirements; h) on lawns. |
| 15.11. | During darkness and in conditions of insufficient visibility, parking outside populated areas is permitted only on parking areas or outside the road. |
| 15.12. | The driver must not leave the vehicle without taking all measures to prevent its spontaneous movement, penetration into it, and/or unlawful taking possession of it. |
| 15.13. | It is prohibited to open the doors of a vehicle, leave them open, and exit the vehicle if this threatens safety and creates obstacles for other road users. |
| 15.14. | In the event of a forced stop in a place where stopping is prohibited, the driver must take all measures to remove the vehicle and, if this is impossible, act in accordance with the requirements of paragraphs 9.9-9.11 of these Rules. |
| 15.15. | On the roadway, it is prohibited to place objects that obstruct the passage or parking of vehicles, except in the following cases: registration of a road traffic accident; performance of road works or works related to occupying the roadway; restriction or prohibition of movement of vehicles and pedestrians in cases provided for by law. |
