21. Transportation of passengers
| 21.1. | It is permitted to transport passengers in a vehicle equipped with seats in the quantity provided for by its technical characteristics, provided that they do not interfere with the driver in controlling the vehicle and do not restrict visibility, in accordance with the transportation rules. |

| 21.2. | Drivers of route vehicles are prohibited, while transporting passengers, from talking to them, eating, drinking, smoking, as well as from transporting passengers and cargo in the cabin if it is separated from the passenger compartment. |
| 21.3. | Transportation by bus (minibus) of an organized group of children is carried out on the condition that mandatory instruction is provided to the children and accompanying persons on safe behavior during movement and actions in the event of dangerous situations or a road traffic accident. In this case, the identification sign "Children" must be installed at the front and rear of the bus (minibus) in accordance with the requirements of subparagraph "c" of paragraph 30.3 of these Rules. The driver of a bus (minibus) transporting organized groups of children must have at least 5 years of driving experience and a category "D" driving licence. On a vehicle with the identification sign "Children", orange flashing beacons and (or) hazard warning lights must be switched on while passengers are boarding or alighting. |
| 21.4. | The driver is prohibited from starting movement before the doors are completely closed and from opening them before the vehicle stops. |
| 21.5. | Transportation of passengers (up to 8 persons excluding the driver) in a truck adapted for this purpose is allowed for drivers who have more than three years of driving experience and a category "C" driving licence, and in the case of transporting more than the specified number of persons (including passengers in the cabin), categories "C" and "D" driving licences. |
| 21.6. | A truck used for passenger transportation must be equipped with seats fixed in the body at a distance of at least 0.3 m from the upper edge of the side and 0.3-0.5 m from the floor. Seats located along the rear or side board must have strong backrests. |
| 21.7. | The number of passengers transported in the body of a truck must not exceed the number of equipped seating places. |
| 21.8. | Conscript servicemen who hold a category "C" driving licence are allowed to transport passengers in the body of a truck adapted for this purpose according to the number of equipped seats after special training and a 6-month internship. |
| 21.9. | Before the trip, the driver of a truck must instruct passengers on their duties and the rules for boarding, alighting, placement and behavior in the body. Movement may begin only after making sure that conditions for the safe transportation of passengers have been created. |
| 21.10. | Travel in the body of a truck not equipped for passenger transportation is allowed only for persons accompanying the cargo or following it, provided that they are provided with seating places arranged in accordance with the requirements of paragraph 21.6 of these Rules and safety regulations. The number of passengers in the body and cabin must not exceed 8 persons. |
| 21.11. | It is prohibited to transport: a) passengers outside the vehicle cabin (except for the cases provided for by these Rules of transporting passengers in the body of a truck with a side platform or in a van body intended for passenger transportation), in the body of a dump truck, tractor, other self-propelled machines, on a cargo trailer, semitrailer, caravan trailer, or in the body of a cargo motorcycle; b) children shorter than 145 cm in vehicles without using child restraint systems that make it possible to secure the child with the seat belts provided by the design of this vehicle; on the rear seat of a motorcycle and moped, except for:
c) children under the age of 16 in the body of any truck; d) organized groups of children during the dark time of day. |
| 21.12. | Child restraint systems must be used in vehicles equipped with seat belts or child restraint anchorage systems provided by their design, and must comply with the rules and standards in force in Ukraine. |
| 21.13. | Child restraint systems shall be installed in seating places except for the first row. When transporting a child under three years of age in a passenger car on a front-row seat, it is allowed to install a child restraint system facing opposite to the direction of travel with mandatory deactivation of the front airbag of this seating place (if present). |
| 21.14. | Child restraint systems shall be installed and used in accordance with the instructions of the manufacturers of these systems and vehicles. |
| 21.15. | The characteristics of a child restraint system must correspond to the weight and height of the child transported in it. |
| 21.16. | Children must remain in child restraint systems in a fastened position. |
