12. Speed of movement
| 12.1. | When choosing a safe speed of movement within the established limits, the driver must take into account the road situation, as well as the characteristics of the cargo being transported and the condition of the vehicle, so as to be able to constantly control its movement and drive it safely. |

| 12.2. | During darkness and in conditions of insufficient visibility, the speed of movement must be such that the driver is able to stop the vehicle within the visible distance of the road. |
| 12.3. | In the event of danger to movement or an obstacle that the driver is objectively capable of detecting, the driver must immediately take measures to reduce speed up to stopping the vehicle or safely bypassing the obstacle for other road users. |
| 12.4. | In populated areas, movement of vehicles is permitted at a speed of no more than 50 km/h. |
| 12.5. | In residential and pedestrian zones, the speed of movement must not exceed 20 km/h. |
| 12.6. | Outside populated areas on all roads and on roads passing through populated areas marked with sign 5.51, movement is permitted at the following speed: a) for buses (minibuses) carrying organized groups of children, passenger cars with a trailer, and motorcycles - no more than 80 km/h; b) for vehicles driven by drivers with less than 2 years of experience - no more than 70 km/h; c) for trucks carrying people in the body and mopeds - no more than 60 km/h; d) for buses (except minibuses) - no more than 90 km/h; e) for other vehicles: on a motorway marked by road sign 5.1 - no more than 130 km/h; on a road with separate carriageways divided by a dividing strip - no more than 110 km/h; on other motor roads - no more than 90 km/h. |
| 12.7. | During towing, the speed must not exceed 50 km/h. |
| 12.8. | On road sections where road conditions have been created that make it possible to move at a higher speed, by decision of road owners or bodies entrusted with maintaining such roads, agreed with the authorized unit of the National Police, the permitted speed of movement may be increased by installing the relevant road signs. |
| 12.9. | The driver is prohibited from: a) exceeding the maximum speed determined by the technical characteristics of the given vehicle; b) exceeding the maximum speed specified in paragraphs 12.4-12.7 on a section of road where road signs 3.29 or 3.31 are installed, or on a vehicle bearing an identification sign in accordance with subparagraph "и" of paragraph 30.3 of these Rules; c) obstructing other vehicles by moving unnecessarily at a very low speed; d) braking sharply (except in cases where it is impossible to prevent a road traffic accident otherwise). |
| 12.10. | Additional restrictions on the permitted speed of movement may be introduced temporarily or permanently. At the same time, together with speed limit signs 3.29 and/or 3.31, corresponding road signs warning about the nature of the danger and/ or the approach to the relevant object must additionally be installed. If road signs limiting the speed of movement 3.29 and/or 3.31 are installed in violation of the requirements for their introduction defined by these Rules or in violation of national standards, or are left after the circumstances under which they were installed have been eliminated, the driver may not be held liable under the law for exceeding the established speed limits. |
| 12.10.1. | Restrictions on the permitted speed of movement (road signs 3.29 and/or 3.31 on a yellow background) are introduced temporarily only: a) in places where road works are being carried out; b) in places where mass or special events are held; c) in cases related to natural (weather) phenomena. |
| 12.10.2. | Restrictions on the permitted speed of movement are introduced permanently only: a) on dangerous sections of roads and streets (dangerous turns, sections with limited visibility, places where the road narrows, etc.); b) in places where surface uncontrolled pedestrian crossings are located; c) in places where patrol police road stations are located; d) on sections of roads (streets) adjacent to the territory of preschool and general education institutions and children's health camps. |
