22. Transportation of cargo
22.1.

The mass of the transported cargo and the distribution of axle load must not exceed the values specified by the technical characteristics of the given vehicle.


22.2.

Before starting movement, the driver is obliged to check the reliability of the arrangement and fastening of the cargo, and during movement - to control this in order to prevent its falling, dragging, injury to accompanying persons or the creation of obstacles to movement.


22.3.

Transportation of cargo is permitted provided that it:

a) does not endanger road users;

b) does not impair the stability of the vehicle and does not hinder its control;

c) does not restrict the driver's visibility;

d) does not cover external lighting devices, reflectors, number and identification plates, and also does not interfere with perceiving signals given by hand;

e) does not create noise, raise dust, or pollute the carriageway and the environment.


22.4.

Cargo protruding beyond the vehicle dimensions at the front or rear by more than 1 m, and in width exceeding 0.4 m from the outer edge of the front or rear position lamp, must be marked in accordance with the requirements of subparagraph "j" of paragraph 30.3 of these Rules.


22.5.

Movement of vehicles and their combinations is permitted provided that their parameters do not exceed:

Movement of vehicles and their combinations, in the case where at least one of their dimensional and/or weight parameters exceeds the standards specified by this paragraph, is carried out in accordance with the Rules for the passage of oversized and heavyweight vehicles on highways, streets and railway crossings, approved by Resolution of the Cabinet of Ministers of Ukraine No. 30 of 18 January 2001 “On the passage of oversized and heavyweight vehicles on highways, streets and railway crossings” (Official Bulletin of Ukraine, 2001, No. 3, Art. 75).

The requirements of this paragraph do not apply to special-purpose vehicles performing winter maintenance of roads and to the Civil Protection Operational Rescue Service while traveling to or returning from the place of carrying out measures for the protection of the population and territories from emergency situations and preventing their occurrence, eliminating the consequences of emergencies and extinguishing fires.

Movement of vehicles and their combinations whose actual mass and axle load exceed the parameters specified in subparagraphs “b” and “c” of this paragraph is prohibited in the case of transporting divisible cargo.

On sections of public roads of local significance where road conditions have been created that make it possible to move with greater actual mass and axle load, by decision of the road owners or bodies to which the right to maintain such roads has been transferred, agreed with an authorized unit of the National Police, road signs 3.15 and 3.16 may be installed with the parameters specified for public roads of national significance.

Road transportation of dangerous goods is carried out in accordance with Directive 2008/68/EC of the European Parliament and of the Council of 24 September 2008 on the inland transport of dangerous goods, the European Agreement concerning the International Carriage of Dangerous Goods by Road, and the regulatory legal acts of Ukraine in this sphere.

During martial law in Ukraine and for three months from the date of its termination or cancellation, the requirements of the first and second paragraphs of this item do not apply to vehicles transporting cargo for use in ensuring the defense capability of the state by decision of the military command in whose interests such transportation is carried out.


22.6.

Vehicles carrying dangerous goods by road must move with dipped headlights, rear position lamps and, in cases specified by special rules, with the identification signs provided for in paragraph 30.3 of these Rules installed, while heavyweight and oversized vehicles and agricultural machinery wider than 2.6 m must also move with an orange flashing beacon (beacons) switched on.


22.7.

Agricultural machinery whose width exceeds 2.6 m must be equipped with the sign “Vehicle identification sign”.

Agricultural machinery whose width exceeds 2.6 m must move escorted by a cover vehicle that moves behind it and occupies the extreme left position relative to the dimensions of the agricultural machinery and that is equipped, in compliance with the standards, with an orange flashing beacon, the activation of which does not give priority in movement but serves only as an auxiliary means of information for other road users. During movement, such machinery is prohibited from even partially occupying the lane of oncoming traffic. The escort vehicle must also display the road sign “Pass an obstacle on the left”, which must comply with the standards.

It is also mandatory to install marker lights across the width of the agricultural machinery dimensions on the left and right.

Movement of agricultural machinery whose width exceeds 2.6 m in a column and in conditions of insufficient visibility is prohibited.
