As of January 1, 2025, new rules for documenting road traffic accidents (RTAs) using the European protocol came into effect in Ukraine. These changes significantly simplify the process of documenting RTAs without calling the police, particularly through the "Diia" mobile application.

Starting November 2024, a new phase in road safety begins in Ukraine. The MIA and the State Agency for Transport Safety announced stricter enforcement of traffic signal compliance — particularly for running yellow lights, which are considered prohibited for movement under the rules.

The announced reform of the auto insurance system provides for increased insurance compensation under the MTPL policy and simplification of the European protocol procedure. The direction of changes is toward transparent and digital services, less paperwork and a faster path to compensation.

Electronic (automated) fines are administrative penalties imposed based on data from automated recording devices without a police stop. The system relies on digital registries: a violation is recorded, a decision is issued, the vehicle owner receives a notification and can check and pay the fine online with a 50% discount within the specified period.

We continue to improve our PDR Test Center service to provide the best user experience for our visitors. We are happy to announce two new updates that will make your preparation for the theoretical exam even more convenient and enjoyable.

We are pleased to announce the addition of new features on our PDR Test Center website that will significantly facilitate the preparation process for the theoretical exam at the MIA TSC of Ukraine. These innovations are designed to make learning more effective and engaging, as well as to ensure users' confidence in their knowledge.

In the modern world, obtaining a driving license is becoming increasingly accessible and convenient thanks to the option of self-preparation for the theoretical exam. In recent years, this process has become especially popular among Ukrainians, highlighting the significant advantages of this approach.

The modern digital age, filled with diverse opportunities and technologies, is also becoming a period when fraudsters actively use the internet to distribute forged documents, particularly driving licenses. This problem not only threatens road safety but also undermines trust in government agencies and services.

In search of more effective and innovative methods for testing theoretical driver knowledge, PDR Test Center has adapted to new requirements and rules introduced by the Ministry of Internal Affairs of Ukraine. Since January 19, 2024, the service has significantly improved its capabilities and functionality, allowing applicants to receive more comprehensive and objective testing on traffic rules.

Reinstating driving privileges after revocation is not just "picking up a document" but a procedure with clear conditions. One of the key requirements is a new medical certificate of fitness to drive, which can only be obtained after the revocation period has ended. Without this certificate, the MIA service center will not proceed with the reinstatement process.

Code "78" in a driving license is an official restriction: it records that the practical exam was passed on a vehicle with an automatic transmission, meaning you can only drive vehicles with automatic transmission within the corresponding category. If you plan to switch to a manual, you need to complete training and pass the practical exam on a vehicle with a manual transmission to receive a license without this restriction.

As of January 6, 2026, there is no active law on "penalty points" in Ukraine, despite sensational media headlines. Instead, drivers are already feeling real changes: since January 1, 2026, excise taxes on fuel have increased, and the price thresholds for pension contributions upon first vehicle registration have changed due to the updated subsistence minimum of 3,328 UAH.

Even brief interaction with a smartphone during the theoretical traffic rules exam can cost you an attempt: according to the MSC of the MIA of Ukraine, using a phone results in automatic annulment of the result, and a retake is possible no earlier than 10 calendar days later. We examine the logic behind this rule and practical steps to avoid unfortunate losses.

In Kyiv, at the intersection of Volodymyrska Street and Taras Shevchenko Boulevard, a pilot project to implement a new "Greek Cross" traffic light signal launches on November 11, 2025.
