Question without image

This is an exam question from the Traffic Rules of Ukraine about safe lane changes and preparation for a maneuver, specifically before turning right. Such situations are among the riskiest in the city and at intersections, because the driver simultaneously interacts with vehicles behind and alongside, as well as with pedestrians and cyclists in the direction of the turn. In the theoretical traffic rules exam, what is checked is not a 'single action,' but the correct set of preparatory steps that minimizes trajectory conflicts and accidents.

The question belongs to the sections of the Traffic Rules regarding maneuvering and signaling, and directly relies on clause 10.1 (the obligation to ensure safety and not create obstacles for others), and is also logically connected with the requirements for signaling (clauses 9.1, 9.3) and the correct position before turning (clause 10.4). Separately, at intersections, it is important to remember the obligation to yield to pedestrians and cyclists in the direction of the turn (clause 16.2). That is why the correct approach to such tasks is to perform the entire set of required actions, not just to check for safety or only to take the far right position.

If you analyze the options, each of them describes only part of the driver's duties: 'make sure it is safe' and 'make sure you do not create an obstacle or danger' essentially reproduce the content of clause 10.1, but do not cover the requirements for positioning and signaling. 'Take the far right position' corresponds to clause 10.4, but without checking the situation and warning other road users, such a maneuver can be dangerous. In real driving, proper preparation for a right turn means signaling in advance, taking the appropriate position, assessing the situation behind/to the right and ahead, and during the maneuver not crossing the path of pedestrians or cyclists — this is exactly the logic that is tested in the exam questions.

Clause 10.1

Before starting to move, changing lanes, or making any change in the direction of movement, the driver must make sure that it will be safe and will not create obstacles or danger to other road users.

This clause directly requires that before turning right, the situation (vehicles behind/alongside, pedestrians, cyclists, etc.) must be assessed, and only after that should the maneuver be performed.

Clause 9.1

Before starting to move, changing lanes, turning, or making a U-turn, the driver is obliged to give the appropriate signal with the turn indicators, and if they are absent or malfunctioning — by hand.

This clause checks the obligation to warn other road users in advance about the intention to turn right.

Clause 9.3

The signal with the turn indicators or by hand must be given in advance before starting the maneuver and must be stopped immediately after its completion. Giving the signal does not give the driver the right of way and does not exempt him from taking safety measures.

This clause clarifies how exactly to signal before turning right and emphasizes that the signal itself does not replace the obligation to ensure safety (clause 10.1).

Clause 10.4

Before turning right or left, the driver must in advance take the appropriate extreme position on the carriageway designated for movement in that direction, except in cases when the turn is made when entering an intersection with a roundabout, or the turn is allowed from another lane (row).

This clause checks the correct positioning of the vehicle before turning right (taking the far right lane/position, unless otherwise specified by the traffic organization).

Clause 16.2

When turning right or left at an intersection, the driver must yield to pedestrians crossing the carriageway onto which he is turning, as well as to cyclists crossing it on a cycle path.

This clause checks the driver's obligation, when turning right, to yield to pedestrians (and cyclists if there is a cycle path), i.e., to take into account all vulnerable road users in the direction of the turn.

Thus, the correct answer is "Perform all of the above actions," given that according to the definition of the Traffic Rules, before turning right, the driver is obliged to give a signal in advance (clauses 9.1, 9.3), take the appropriate extreme position (clause 10.4), make sure the maneuver is safe (clause 10.1), and, when turning at an intersection, yield to pedestrians/cyclists in the prescribed cases (clause 16.2).

Before turning right, the driver is actually changing the direction of movement. Clause 10.1 of the Traffic Rules of Ukraine requires that before any start of movement, lane change, or turn, you must first make sure that the maneuver will be safe and will not create obstacles or danger to other road users. That is, it is not enough to perform only one action, such as turning on the turn signal or simply reducing speed: it is necessary to perform the entire set of required steps.

In practice, this means the following. First, the driver assesses the traffic situation in advance: who is moving ahead, behind, and to the right, whether there is a cyclist or motorcyclist nearby, and whether any vehicle is approaching in the lane you might move into during the turn. Next, the driver gives a right turn signal in advance so that other road users can understand your intention and have time to react.

After that, the driver takes the correct position on the roadway for a right turn, usually closer to the right edge of their lane, so that the turn is clear and does not require unnecessary deviation from the trajectory. This reduces the risk of dangerous proximity to vehicles in adjacent lanes and helps avoid "cutting" the turn.

When approaching the place of the turn, you need to once again check the situation specifically from the side where the greatest danger may arise: to the right and ahead. For example, before turning into a yard or at an intersection, the driver must make sure not to endanger pedestrians crossing the road in the direction of your turn, and also not to cross the path of a cyclist moving to the right along the edge of the roadway. If it is an intersection, the driver also takes into account the order of passage (regulation, priority) and, on the permitted signal, allows those who are already at the intersection to complete their maneuver, if necessary for safety.

Therefore, the correct answer is "Perform all of the above actions," since before turning right according to clause 10.1, you must simultaneously give a signal, take the appropriate position, and make sure the maneuver is safe for all road users.
