Question without image

This is an exam question from the Traffic Rules of Ukraine about basic safety at the start of movement: leaving a parking spot or starting to move after a stop. It is at this moment that conflicts most often arise with vehicles approaching from behind, motorcycles in the "blind spots," cyclists, and pedestrians near the car. That is why the theoretical driving exam often includes situations where you need to properly assess the environment and avoid creating risks for others.

The question tests knowledge of the section of the Traffic Rules regarding starting to move and maneuvering, primarily the requirements of point 10.1: the driver is obliged to make sure that starting to move will be safe and will not create obstacles or danger for other participants. In practice, this means monitoring the traffic situation from all sides (mirrors plus turning your head), predicting the speed of approaching vehicles, and being ready to yield to those who are already moving.

If we consider the answer options separately, the statement about "safe for yourself only" is incomplete, because the Traffic Rules require taking into account not only your own safety, but also the consequences for other road users. The second option ("not to create obstacles or danger for others") also does not fully cover the requirement of 10.1, since the safety of the maneuver includes a comprehensive assessment of conditions: visibility, distances, approach speed, and the ability to perform the maneuver without sudden actions. Therefore, the correct logic for this exam question is a combination of both conditions: you can start moving only when it is both safe and does not interfere with others.

Clause 10.1

Before starting to move, changing lanes, or making any change in the direction of movement, the driver must make sure that it will be safe and will not create obstacles or danger to other road users.

Clause 9.2

The driver must give signals with the appropriate direction indicators before starting to move, stopping, changing lanes, turning, or making a U-turn. If these are absent or malfunctioning, signals must be given by hand.

Clause 9.4

The signal must be given in advance before starting the maneuver and stopped immediately after its completion. Giving a signal does not give the driver priority and does not exempt them from taking safety measures.

Therefore, the correct answer is "Perform the actions specified in answers 1 and 2," considering that according to the definition of the Traffic Rules, the driver is required before starting to move to give the appropriate signal (clauses 9.2, 9.4) and to make sure the maneuver is safe and does not create obstacles/danger for others (clause 10.1).

Before starting to move, you are essentially performing the maneuver of "leaving a parking spot" or "starting to move after a stop." According to clause 10.1 of the Traffic Rules of Ukraine, any start of movement or change of direction is allowed only when the driver has made sure that the action is safe and that they will not create obstacles or danger for other road users.

The first thing you need to do is assess the situation around the vehicle. It is not enough to simply look ahead: you should check the situation behind and to the sides using mirrors and by turning your head, making sure that no vehicle is approaching in your lane, and that there is no motorcycle in the "blind spot," or a cyclist or pedestrian near the vehicle. For example, if you are standing near the right edge of the roadway and want to start moving, but a car is quickly approaching from behind, your exit may force it to brake sharply or change lanes, meaning you will create an obstacle.

The second mandatory action before starting to move is to give a warning signal with the turn indicator in the direction of the intended maneuver. This is not "just a formality," but so that other road users can understand your intention in advance and safely adjust their actions. For example, if you are pulling out from the shoulder to the left, turning on the left indicator in advance gives drivers behind you the opportunity to slow down or pass you safely.

It is important to remember that giving a signal by itself does not give you the right of way. Even with the indicator on, you may only start moving after making sure it is safe and will not interfere with others.

Therefore, the correct answer is "Perform the actions specified in answers 1 and 2," since before starting to move, the driver must signal in the appropriate direction and make sure the maneuver is safe, not creating obstacles or danger for other road users according to clause 10.1 of the Traffic Rules of Ukraine.
