30.3. On which vehicles is this identification mark mandatory?
UAНа яких транспортних засобах обов'язково встановлюється цей розпізнавальний знак?
This exam question from the Traffic Rules of Ukraine concerns road safety and the visibility of special vehicles on the road. The distinctive retroreflective tape with red and white diagonal stripes is needed so that other drivers can notice vehicles in advance that may be slow, bulky, or have non-standard protrusions and equipment, especially in conditions of poor visibility.
The question tests knowledge of Section 30 of the Traffic Rules, specifically clause 30.3 (subclause (i)) "Number plates, identification marks, inscriptions, and markings." This clause directly states that the sign is mandatory for two categories: vehicles used for road works (the concept of "road works" is defined in clause 1.10 of the Traffic Rules of Ukraine), as well as vehicles that have a special shape. That is why the theoretical exam often emphasizes: the requirement is not general for all vehicles, but addressed to specific types of equipment.
When evaluating the answer options, the statement about the requirement for all motor vehicles is incorrect, since the Traffic Rules of Ukraine allow this sign to be installed on other vehicles only at the owner's discretion. Separately, the options about road works and "special shape" (for example, truck cranes, concrete mixers, excavators, graders, aerial platforms) are correct in content, so in the test format of the theoretical exam, the correct answer is a combined one that unites both grounds for mandatory installation.
Clause 30.3 (subclause m) — Section 30 "Number plates, identification marks, inscriptions, and designations"
The following identification marks are installed on the respective vehicles: m) "Vehicle identification mark" — a special strip made of retroreflective film with alternating red and white stripes applied at a 45-degree angle. The mark is placed on the rear of the vehicle horizontally and symmetrically to the longitudinal axis as close as possible to the outer dimensions of the vehicle, and on vehicles with a van body — also vertically. On vehicles used for road works, as well as on vehicles with a special shape, and on their equipment, the mark is also placed at the front and on the sides. The identification mark is mandatory on vehicles used for road works, as well as on vehicles with a special shape. On other vehicles, the identification mark is placed at the discretion of their owners.
This clause directly specifies that the mark is mandatory specifically for: 1) vehicles used for road works; 2) vehicles with a special shape (for others — only at the owners' discretion).
Clause 1.10 (term "Road works") — Section 1 "General Provisions"
Road works — works related to the construction, reconstruction, repair, or maintenance of a road (street), artificial structures, road drainage structures, engineering facilities, installation (repair, replacement) of technical means of traffic management.
This definition is needed to correctly classify a vehicle as "used for road works," for which the mark is mandatory under clause 30.3 (subclause m).
Thus, the correct answer is "Answers 2 and 3.", given that according to the Traffic Rules definition, the identification mark is mandatory on vehicles used for road works, as well as on vehicles with a special shape.
The identification sign in the image is a special retroreflective strip with red and white diagonal stripes. It is used so that other road users can more quickly notice vehicles that usually move slower, take up more space, or have non-standard protrusions and equipment.
Clause 30.3 (m) of the Traffic Rules of Ukraine directly states that this sign must be installed on two categories of vehicles: those used for road works and vehicles that have a special shape. That is, the requirement is not general for all, but specifically addressed to these two groups.
Vehicles for road works include, for example, machines and mechanisms involved in the construction, repair, or maintenance of the road and road infrastructure: asphalt pavers, rollers, marking machines, equipment for repairing roadsides, etc. For them, the sign is needed so that they are clearly visible in traffic, especially in conditions of poor visibility, and so that others can react in advance.
The Traffic Rules separately highlight vehicles that have a special shape. These are machines or vehicles with a non-standard design or equipment that differ from regular cars and may have protruding elements: truck cranes, aerial platforms, concrete mixers, excavators, bulldozers, graders, etc. Precisely because of their “unusual” size and silhouette, they are also required to be marked with such a sign.
It is also important to remember the underlying logic of this clause: for other vehicles, this sign is not mandatory and may be installed only at the owner’s discretion. Therefore, the option “on all vehicles” would be incorrect.
Thus, the correct answer is "Answers 2 and 3," since according to clause 30.3 (m) of the Traffic Rules, this identification sign must be installed on vehicles for road works and on vehicles that have a special shape.
