New Rules for Motorcyclists in Public Transport Lanes: What Changed in Ukrainian Traffic Rules

What was approved in CMU Resolution No. 364

On April 3, 2025, amendments to the Traffic Rules of Ukraine came into effect, approved by Cabinet of Ministers Resolution No. 364 dated April 1, 2025. The key innovation is the introduction of the right for motorcycle and moped riders to use public transport lanes.

According to new Clause 2.16 of the Rules, motorcycles may use public transport lanes only if the lane is marked with appropriate road signs (for example, signs 5.8 or 5.11) or markings. At the same time, the resolution establishes clear restrictions: this right does not apply to motorcycles with sidecars, motorcycle carriages, and three-wheeled vehicles.

Conditions for using public transport lanes

The new rules allow motorcycles not only to travel in public transport lanes but also to stop within such lanes to comply with traffic rules. This includes situations where it is necessary to yield to other road users, comply with a traffic controller's instructions, or obey traffic signals.

It is important to understand that using the lane is possible only when appropriate markings are present. If a public transport lane is not equipped with the necessary signs or markings, motorcycles have no right to use it. This ensures clear regulation and avoidance of misunderstandings on roads.

Priority of public transport vehicles

Despite the granted right, motorcyclists must remember the primary purpose of public transport lanes. The resolution emphasizes that buses, trolleybuses, and other public transport vehicles retain priority in using these lanes.

If a public transport vehicle is approaching, the motorcyclist must not create obstacles for it. Detailed rules of interaction between different road users in such lanes may become the subject of further clarifications from traffic police and other relevant authorities.

Context within the overall traffic rules system

The motorcycle innovation is part of the gradual update of Ukrainian Traffic Rules. Other significant changes occurred earlier, including the 2023 traffic rules update aimed at improving road safety.

The implementation of new rules also coincides with the development of automated violation recording and electronic services. Drivers should monitor current changes through the electronic fines system and regularly update their knowledge.

Practical recommendations for motorcyclists

For safe and legal use of new opportunities, motorcyclists should follow several principles. First, always check for appropriate signs or markings before using a public transport lane. Only with official markings do you have the right to travel in such a lane.

Second, remember the culture of mutual respect on the road. Even having the right to use the lane, yield to public transport and do not create obstacles for its operation. This is not only a matter of following rules but also of overall road safety.

Importance of current traffic rules knowledge

Changes in Traffic Rules emphasize the need for regular knowledge updates by all road users. Drivers are recommended to periodically review theoretical material through online traffic rules tests and follow official announcements about changes.

This especially applies to those preparing to obtain driving licenses. Current preparation methods are described in the material about effective theoretical exam preparation.

Conclusion

CMU Resolution No. 364 dated April 1, 2025 officially grants motorcycles and mopeds the right to travel in public transport lanes when appropriately marked. This is an important innovation that may ease motorcycle movement in urban conditions.

At the same time, successful implementation of the new rules depends on the responsible attitude of all road users. Motorcyclists should remember the priority of public transport and adhere to principles of mutual respect on the road. Regular updating of traffic rules knowledge and following official clarifications will help avoid misunderstandings and ensure safe use of new opportunities.
