Question without image

This is an exam question from the Traffic Rules of Ukraine about passenger safety in public transport after a traffic accident and the correct actions of the driver in an emergency situation. Theoretical exams often include algorithms that help prevent panic, stampedes, and repeated injuries, since after a collision the greatest risk arises not only from the incident itself, but also during the unorganized exit of people from the cabin.

The question tests knowledge of the section "Duties and Rights of Drivers" in the traffic rules, primarily clause 2.10 (actions of the driver in case of involvement in an accident: take all possible measures to assist the victims) and related safety requirements from clause 2.3 (immediate response to danger). When the regular doors are blocked, "possible measures" to preserve the life and health of passengers mean organizing evacuation through emergency exits (in the windows and on the roof) and at the same time providing priority assistance to those who cannot evacuate independently. It is precisely the combination of these two actions that corresponds to the logic of the traffic rules and the practice of safe evacuation.

If you choose only to wait for technical assistance, this can delay the process and leave people in a high-risk area, so this approach does not fulfill the duty to actively help the victims. Evacuation through emergency exits without organizing assistance for the injured, children, and persons with disabilities is also incomplete, because the most vulnerable passengers may sustain additional injuries. Instead, the correct approach combines instructing all passengers (calm, order, exit through emergency exits) and practical help for those who need support, which directly meets the requirements of the traffic rules and the essence of this exam question.

Clause 2.10 (driver's duties in case of involvement in a traffic accident)

"In case of involvement in a traffic accident, the driver is obliged to:

a) immediately stop the vehicle and remain at the scene of the accident;

b) turn on the hazard warning lights and place the emergency stop sign in accordance with the requirements of these Rules;

c) not move the vehicle and objects related to the accident;

d) take all possible measures to provide first aid to the victims, call an emergency (ambulance) medical team, and, if necessary, send the victims to a medical facility;

e) report the traffic accident to the relevant authority (unit) of the National Police, record the names and addresses of witnesses, and wait for the arrival of police officers;

f) take possible measures to preserve traces of the accident, fence them off, and organize a detour of the accident site;

g) if it is impossible to fulfill the requirements of subparagraph "c" of this clause — after recording the position of the vehicle, traces of the accident, and objects related to it, clear the carriageway..."

Application to the question: from this clause directly follows the obligation of the driver to take all possible measures to assist the victims; for a trolleybus with blocked doors, "possible measures" include organizing the safe evacuation of passengers through emergency exits and assisting injured/vulnerable passengers during exit to ensure aid is provided and to prevent further injuries.

Clause 2.3 (driver's duties regarding road safety)

"To ensure road safety, the driver is obliged to:

a) before departure, check and ensure the technical serviceability and completeness of the vehicle, the correct placement and securing of cargo;

b) be attentive, monitor the road situation, respond appropriately to its changes, monitor the correct placement and securing of cargo, the technical condition of the vehicle, and not be distracted from driving while on the road;

c) at the request of a police officer, undergo a medical examination in the prescribed manner to determine the state of alcoholic, narcotic, or other intoxication or being under the influence of medications that reduce attention and reaction speed;

d) in case of a danger to traffic that the driver is able to detect, he must immediately take measures to reduce speed up to stopping the vehicle or safely bypassing the obstacle for other road users."

Application to the question: after an accident, blocked doors and the need for immediate evacuation/assistance to passengers are a consequence of "danger," to which the driver must immediately respond with actions aimed at the safety of people (organize exit through emergency exits, prevent panic, ensure safe evacuation from the cabin).

Clause 31.4 (Section 31 "Technical condition of vehicles and their equipment", prohibition of operation in case of non-compliance of equipment, in particular emergency exits)

"Operation of vehicles is prohibited in accordance with the law in the presence of such technical malfunctions and non-compliance with such requirements: ..."

Application to the question: the provisions of section 31 establish the mandatory serviceability of equipment elements related to passenger safety. In a situation where the regular doors are blocked, the driver must use the emergency exits (windows/hatches) provided by the design as an alternative evacuation route, which is consistent with the general duty to act to preserve the life and health of passengers.

That is, the correct answer is "Take the actions listed in clauses 2 and 3," given that according to the definition of the Traffic Rules, after an accident, the driver is obliged to take all possible measures to assist the victims and act immediately to eliminate/reduce danger, and in the case of blocked doors, this means organizing evacuation through emergency exits and helping the injured, persons with disabilities, and children to safely leave the trolleybus.

After a traffic accident, the trolleybus driver is responsible not only for driving but also for the safety of the passengers. If the main evacuation route is unavailable, the top priority becomes organizing the orderly exit of people from the cabin without panic or crowding.

When the trolleybus doors are blocked, the driver should not waste time trying to force them open if this does not yield immediate results. The correct course of action in such a situation is to provide alternative ways for passengers to exit and to manage the evacuation so that passengers are not exposed to additional danger.

Therefore, the driver must clearly instruct passengers to remain calm and leave the cabin through the emergency exits provided by the trolleybus design. In practice, this means using emergency exits in the windows and, if available, the roof exit. For example, if the front and middle doors are jammed after a collision, passengers should exit through the emergency window exits, and the driver should control the order to prevent pushing and shoving.

At the same time, the driver organizes assistance for those who need it most. With the help of uninjured passengers, it is necessary to help the wounded, children, and persons with disabilities safely leave the cabin—those who cannot evacuate quickly and independently. This is important because these passengers are the most vulnerable during forced exits through non-standard openings, and without organization, they may suffer additional injuries.

Therefore, the correct answer is "Perform the actions listed in points 2 and 3," since when the doors are blocked, the driver must organize the exit of passengers through emergency exits and provide assistance to the injured, children, and persons with disabilities to ensure their safe evacuation.
