Question without image

This is an exam question from the Traffic Rules of Ukraine concerning passenger safety during boarding and alighting when there are no usual infrastructure elements nearby. Such situations are especially dangerous because a passenger may end up directly in the area of moving vehicles. For the theoretical exam, it is important to understand that the traffic rules not only define 'where it is allowed,' but also minimize the risk of a person stepping into the path of vehicles moving in the adjacent lane.

The question tests knowledge of the section of the Traffic Rules regarding the duties and safety of passengers (point 5.1), as well as basic terminology (boarding platform, sidewalk, shoulder, carriageway, traffic lane). The logic of the rules is as follows: priority is given to places separated from the traffic flow, and when these are absent, boarding/alighting is allowed from the outermost lane of the carriageway, but strictly not from the side of the adjacent lane and only after a complete stop, provided it is safe and does not create obstacles for other road users.

The analysis of the answer options comes down to the key prohibition from point 5.1: exiting or boarding from the side of the adjacent lane exposes the passenger to direct conflict with vehicles moving nearby, so this approach does not comply with the rules. That is why the correct wording allows action from the outermost lane but excludes the side of the adjacent lane: in practice, for a passenger car, this means exiting mainly through the 'safe' side (for example, through the right doors when stopping near the right edge), and for a truck, it is possible to exit through the rear board if it does not create danger.

Knowing this rule helps to pass the theoretical exam and behave correctly on the road in real conditions when there is no sidewalk or shoulder (for example, on narrow sections or outside populated areas). In such situations, the main criterion in the Traffic Rules of Ukraine remains unchanged: the passenger must not exit into the area of the adjacent lane, and boarding/alighting must be safe and not interfere with the movement of others.

Clause 5.1

Boarding (alighting) is allowed for passengers only after the vehicle has stopped and only from a boarding platform, and in the absence of such a platform — from the sidewalk or shoulder, and if this is not possible, then from the outermost lane of the carriageway (but not from the side of the adjacent traffic lane), provided that it is safe and does not create obstacles for other road users.

Brief application: this clause specifically determines from where boarding/alighting is allowed in the absence of a boarding platform, sidewalk, and shoulder, and establishes the restriction “not from the side of the adjacent lane” and the conditions of safety/no obstruction.

Clause 1.10 (term "Boarding platform")

Boarding platform — a platform raised above the carriageway, intended for boarding (alighting) passengers of route vehicles.

Clause 1.10 (term "Sidewalk")

Sidewalk — a road element intended for pedestrian movement, which adjoins the carriageway or is separated from it by a lawn.

Clause 1.10 (term "Shoulder")

Shoulder — a road element that directly adjoins the carriageway at the same level, not intended for vehicle movement except in cases provided by these Rules.

Clause 1.10 (term "Carriageway")

Carriageway — a road element intended for the movement of non-rail vehicles.

Clause 1.10 (term "Traffic lane")

Traffic lane — a longitudinal strip on the carriageway at least 2.75 m wide, marked or unmarked with road markings, intended for the movement of non-rail vehicles.

Thus, the correct answer is: "From the outermost lane of the carriageway, but not from the side of the adjacent traffic lane, provided that it is safe and does not create obstacles for other road users," taking into account that according to the definition in Clause 5.1 of the Traffic Rules, boarding/alighting from the outermost lane of the carriageway is directly permitted only under safe conditions and is prohibited from the side of the adjacent traffic lane.

When a passenger gets in or out of a vehicle, the greatest risk arises from the possibility of stepping into the path of nearby moving cars. That is why the Traffic Rules of Ukraine set out a sequence of the safest places for boarding and alighting.

The normal situation assumes that passengers use a boarding platform. If there is none, then it is allowed to do so from the sidewalk. If the sidewalk is also absent, the next safest option is the roadside shoulder. These places separate the passenger from the traffic flow or at least allow them to be outside the traffic lanes.

The question states that there is no boarding platform, sidewalk, or shoulder. In this case, the Traffic Rules allow boarding (alighting) from the outermost lane of the carriageway, that is, from the lane next to where the vehicle has stopped. An important condition: this can only be done so that the passenger does not step onto the adjacent traffic lane, as this would mean being directly in the path of other vehicles. For example, a passenger car stopped at the right edge of the road implies exiting through the right doors; opening the left doors and stepping onto the neighboring lane is dangerous and prohibited. Similarly, for a truck, boarding/alighting may occur through the rear gate if it does not create a hazard.

In addition to choosing the place, the Traffic Rules emphasize another requirement: boarding and alighting are allowed only after the vehicle has stopped and only if it is safe and does not create obstacles for other road users. That is, even from the outermost lane, this can only be done when it does not force others to brake sharply, swerve, or put themselves or the passenger at risk.

Thus, the correct answer is: "From the outermost lane of the carriageway, but not from the side of the adjacent traffic lane, provided that it is safe and does not create obstacles for other road users," since in the absence of a platform, sidewalk, and shoulder, the Traffic Rules allow boarding/alighting only from the outermost lane, without stepping onto the adjacent lane, and only when it is safe and does not hinder traffic.
