This exam question from the Traffic Rules of Ukraine concerns road safety during the boarding and alighting of passengers when a person has to be directly in the area of moving vehicles. It is at such moments that dangerous situations most often arise: opening doors into traffic, stepping onto the traffic lane, lingering near the vehicle, or exiting toward the adjacent lane. For the theoretical exam, it is important to understand that a passenger is also a road user and therefore has clear responsibilities that affect the safety of others.
The question tests knowledge of the section of the Traffic Rules regarding the duties and rights of passengers, primarily the requirements of point 5.1 of the Traffic Rules. The option about reflective elements may be a useful recommendation at night, but it is not a mandatory condition for boarding/alighting in the wording of this rule, so it is not suitable as an answer for the theoretical exam. Accordingly, a combination of the two points is also incorrect because it contains an extra requirement that the Traffic Rules of Ukraine do not establish here.
In practice, this means: exit only after a complete stop, before opening the door check whether cars are approaching, open the door carefully, do not linger on the carriageway, and quickly move to a safe area. This understanding of the rule helps not only to answer the exam question correctly but also to actually reduce the risk of accidents in typical situations near the roadside, at stops, and during forced stops.
Clause 5.1
To ensure road safety and to eliminate the possibility of vehicles hitting pedestrians, the Traffic Rules prohibit boarding or alighting passengers from the side of the adjacent carriageway. Passengers are required to alight (board) only from the sidewalk, or if it is absent, from the roadside, without creating obstacles to other road users, or from the outermost lane of the carriageway where the vehicle is standing, for example, through the rear tailgate of a truck.
Application to the question: if boarding/alighting is carried out specifically from the outermost lane of the carriageway (where the vehicle is located), passengers are required to act in such a way that it is safe and does not create obstacles (which is reflected in the correct answer).

In such cases, the Traffic Rules require the passenger to act cautiously: before opening the door and stepping onto the road, it is necessary to assess the situation, make sure that no vehicles are approaching nearby, and that your actions will not force others to brake sharply or change direction.
In practice, this means: exit only after the vehicle has come to a complete stop, first look in the direction of possible traffic, open the door only as much as necessary, quickly leave the carriageway, and do not linger near the vehicle. The main criterion here is one: your actions must not create danger or obstacles for other road users.
Therefore, the correct answer is "Make sure it is safe and does not create obstacles for other road users," since the Traffic Rules allow boarding/alighting from the outermost lane only if the passenger acts cautiously, does not enter the area of moving vehicles, and does not interfere with other road users.
