Question without image

This is an exam question from the Traffic Rules of Ukraine concerning road safety during towing and the driver's interaction with the National Police authorities. In real-life situations, towing is often used in cases of vehicle breakdowns or when transferring vehicles, but as the “complexity” of the coupling increases, so do the risks: the length of the connection increases, maneuverability worsens, and braking and trajectory control become more difficult. That is why the traffic rules in certain situations require prior coordination of the towing procedure.

The question tests knowledge of the section of the Traffic Rules regarding the coordination of certain actions with the National Police (paragraph 32.1), as well as understanding of the term “towing” from paragraph 1.10, so as not to confuse it with the regular operation of a road train (driving a vehicle with a trailer). Paragraph 32.1 directly defines the case when coordination is mandatory: when one vehicle tows two or more vehicles, that is, multi-link towing, which requires additional organization and control.

If you analyze the options, conditions such as driving on mountain roads or highways by themselves are not grounds for coordinating the towing procedure in the context of paragraph 32.1. Similarly, towing a vehicle with a trailer is not the same as “towing two or more vehicles” within the meaning of this paragraph: a trailer is part of a road train, not a “second towed vehicle.” For the theoretical exam, it is important to remember the logic of the rule: coordination with the police is required not because of the type of road or the presence of a trailer, but specifically because of the increased number of towed vehicles, which significantly affects safety.

Clause 32.1

The following are coordinated with the National Police authorities:

a) placement of kiosks, pavilions, advertising carriers, mobile trading points in the right-of-way of highways or on the red lines of city streets and roads and their artificial structures, as well as on adjacent territories, buildings, structures — administrative premises of enterprises, institutions, and organizations;

b) conditions and procedure for the movement of convoys consisting of more than five motor vehicles;

c) the procedure for towing two or more vehicles;

d) (excluded from the Traffic Rules on the basis of CMU Resolution No. 660 dated 30.08.2017).

Other issues of road safety provision stipulated by legislative acts are also coordinated with the National Police authorities.

Explanation of application: subparagraph "c" directly establishes the obligation to coordinate with the National Police when towing two or more vehicles (that is, not just one).

Clause 1.10 (term "Towing")

Towing — the movement of one vehicle by another vehicle, which does not relate to the operation of road trains (vehicle combinations) on a rigid or flexible coupling or by partial loading onto a platform or special supporting device.

Explanation of application: the definition of the term is necessary to correctly classify the situation specifically as "towing" (and not as the movement of a road train/vehicle combination) and to apply the requirement of clause 32.1 regarding coordination.

That is, the correct answer is: "In the case of towing two or more vehicles," considering that according to clause 32.1 (subparagraph "c") of the Traffic Rules, the procedure for such towing is subject to coordination with the National Police authorities.

When it comes to towing, it refers to a situation where one vehicle moves another using a coupling (flexible, rigid) or partial loading. That is, this is not about the usual movement of a road train with a trailer, but specifically about "pulling" another car that cannot move on its own or needs to be transported in a special way.

The Traffic Rules provide a list of cases when certain actions must be coordinated with the National Police authorities. In clause 32.1, it is directly stated that such cases do not include any towing, but specifically the towing of two or more vehicles.

The logic of this rule is simple: when one tow vehicle pulls two (or more) cars at once, such a combination becomes much longer and more difficult to control, is less maneuverable, and requires greater control over couplings and braking. For example, when transporting several cars after repairs, when one car pulls two at once, the risks to road safety increase significantly, so the procedure for such towing must be agreed upon in advance.

Therefore, the correct answer is "In the case of towing two or more vehicles," since clause 32.1 of the Traffic Rules requires coordination with the National Police specifically for this type of towing.
