Therefore, the correct answer is "Prohibited," given that according to the definition in the Traffic Rules, children in child restraint systems must be in a fastened position (requirement of clause 21.16).
When transporting children in a car, the main rule of passive safety is that the child must not only be placed in a child restraint system, but also properly secured in it. It is the fastening with seat belts or the internal harnesses of the seat that ensures that, in the event of sudden braking or a collision, the child does not move forward and does not get injured.
