2.3. What is the driver who has become involved in a road traffic accident required to do?
UAЩо зобов'язаний зробити водій, який став учасником дорожньо-транспортної пригоди?
This exam question from the Traffic Rules of Ukraine checks whether the driver understands the basic algorithm of actions after a traffic accident and how to properly ensure road safety at the scene. In a real situation, it is important not to panic: first, you need to warn other road users about the danger, reduce the risk of a repeat accident, and then act in a way that does not harm the victims or destroy evidence necessary to establish the circumstances.
In terms of content, this question belongs to the section of the traffic rules on the driver's duties, in particular, paragraph 2.10 of the Traffic Rules of Ukraine (actions in case of involvement in a traffic accident), as well as the related requirements of paragraphs 9.9 and 9.10 regarding hazard warning lights and the emergency stop sign. The theoretical exam covers the entire set of actions: immediate stopping and staying at the scene, turning on the hazard warning lights and properly marking the accident site with a sign (not closer than 20 m in a populated area and 40 m outside it), calling/organizing first aid, as well as notifying the police and waiting for their arrival.
An analysis of the answer options shows that each of them describes a part of the duties that are directly provided for in paragraph 2.10. Therefore, options with individual actions by themselves are not a complete answer to this exam question: the driver must perform not just one action "of their choice," but the entire list of necessary steps (secure the scene, help people, notify the competent services). This is exactly the logic of the Traffic Rules of Ukraine that is tested in the theoretical exam: correct behavior in a traffic accident is always comprehensive and aimed at preserving life, safety, and the objective documentation of the event.
Clause 2.10 (driver's duties in case of involvement in a road traffic accident)
In case of involvement in a road traffic accident, the driver is obliged to:
a) immediately stop the vehicle and remain at the scene of the accident;
b) turn on the hazard warning lights and set up the emergency stop sign in accordance with the requirements of clause 9.10 of these Rules;
c) not move the vehicle or any objects related to the accident;
d) take possible measures to provide first aid to the victims, call an emergency (ambulance) team, and if it is not possible to take these measures, seek help from those present and send the victims to healthcare institutions;
e) if it is impossible to perform the actions listed in subparagraph "d" of clause 2.10 of these Rules, transport the victim to the nearest medical facility using your own vehicle, having first recorded the location of the accident traces and the position of the vehicle after stopping; at the medical facility, report your surname and the vehicle's registration number (presenting your driver's license or other identification document, and the vehicle registration document) and return to the scene of the accident;
f) report the road traffic accident to the authority or authorized unit of the National Police, record the names and addresses of witnesses, and wait for the arrival of the police officers;
g) take all possible measures to preserve the traces of the accident, cordon them off, and organize a detour of the accident site;
h) before undergoing a medical examination, not consume alcohol, drugs, or medicines made on their basis without a doctor's prescription (except those officially included in the first aid kit).
This clause directly covers all typical actions from the answer options (stop/remain at the scene, hazard warning lights and sign, not moving the vehicle, etc.), so in the test the correct answer is formulated as "all of the above".
Clause 9.10 (requirements for setting up the emergency stop sign)
The emergency stop sign or a flashing red light must be set at a distance that ensures road safety, but not closer than 20 m from the vehicle in populated areas and 40 m outside populated areas.
This clause applies in the event of an accident due to a direct reference from subparagraph "b" of clause 2.10 of the Traffic Rules (the driver is obliged to set up the sign exactly according to the rules of clause 9.10).
Clause 9.9 (cases when the hazard warning lights must be turned on)
The hazard warning lights must be turned on, in particular, in the event of a road traffic accident.
This clause details the obligation to "turn on the hazard warning lights," which is also directly established by subparagraph "b" of clause 2.10 of the Traffic Rules.
Therefore, the correct answer is "All of the above.", given that by definition, clause 2.10 of the Traffic Rules establishes a set of mandatory driver actions in the event of an accident (stop and remain at the scene, turn on the hazard warning lights and set up the sign according to clause 9.10, not move the vehicle/objects, provide assistance and notify the police, etc.).
When a driver becomes involved in a traffic accident, the Traffic Rules of Ukraine (paragraph 2.10) require not just a single action, but a whole set of obligations. The logic is simple: first, ensure safety at the scene, then help people (if there are injured), preserve the accident scene for clarification of circumstances, and properly notify the competent services.
The first action of the driver is to immediately stop and remain at the scene of the accident. Leaving the scene of an accident is prohibited, as it complicates the determination of circumstances and entails liability. Therefore, the driver does not "decide whether to stay" but is obliged to remain.
Next, the driver must mark the scene: turn on the hazard warning lights and place the emergency stop sign. It is important to remember the required distance for placing the sign: in a populated area, not closer than 20 meters from the vehicle, outside a populated area, not closer than 40 meters. This is done to warn other drivers and prevent a repeat accident.
At the same time, the Traffic Rules require not to change the accident scene: do not move the vehicle or items related to the accident, and also take measures to preserve traces, cordon off the area, and, if possible, organize a detour. This is necessary so that the police can objectively determine what happened and how.
If there are injured persons, helping people becomes the priority: the driver must do everything possible to provide first aid and call emergency medical services. If it is impossible to call or organize help independently, it is allowed to involve bystanders, and in extreme cases — to transport the injured to the nearest medical facility with your own vehicle, after first recording the position of the car and traces of the accident, and then be sure to return to the scene of the accident.
Separately, the driver must report the accident to the police, record the details of witnesses, and wait for the police to arrive. Also, before undergoing a medical examination, it is forbidden to consume alcohol, narcotic substances, or certain medicines without a doctor's prescription, so as not to distort the results of the driver's condition check.
Therefore, the correct answer is "All of the above.", since paragraph 2.10 of the Traffic Rules obliges the driver to simultaneously remain at the scene of the accident, mark and secure the scene, not change the situation, provide assistance to the injured (if necessary), notify the police, and perform other actions stipulated by the rules.
