This exam question from the Traffic Rules of Ukraine concerns road safety and the driver's interaction with authorized services in emergency situations. It checks whether the candidate for the theoretical exam understands that in certain cases, the traffic rules impose on the driver not only the obligation to observe speed limits or signs, but also to assist in rescuing people and carrying out urgent official tasks.
In essence, this is a test of knowledge of Section 2 of the Traffic Rules of Ukraine, Rights and Obligations of Drivers, specifically clause 2.7. One of the options describes providing the vehicle to police officers and healthcare workers for transporting a person who needs emergency (ambulance) medical care to the nearest healthcare facility; this is directly stipulated in subclause 2.7 a). Another option concerns providing the car to police officers for urgent official actions related to the pursuit of offenders or their delivery to the National Police authorities; this corresponds to subclause 2.7 b). Since both situations are explicitly named in clause 2.7, the generalizing option is correct.
It is practically important to remember safeguards against abuse: the driver has the right to demand the presentation of an official ID and the issuance of confirmation of the vehicle's use (a certificate or an entry in the trip ticket). If the ID is not presented or the purpose of the trip does not correspond to the list of urgent cases from clause 2.7, the driver may refuse. Separately, the Traffic Rules of Ukraine specify that only trucks are involved in transporting damaged vehicles, so in the theoretical exam it is important not to confuse the general obligation to assist with specific restrictions established by the traffic rules.
Clause 2.7 (introductory part: who is obliged to provide a vehicle)
The driver, except for drivers of vehicles of diplomatic and other missions of foreign states, international organizations, operational and special vehicles, must provide the vehicle:
Clause 2.7 a) of the Traffic Rules of Ukraine
To police officers and healthcare workers for transporting persons in need of emergency (urgent) medical assistance to the nearest healthcare facility.
Clause 2.7 b) of the Traffic Rules of Ukraine
To police officers for the performance of unforeseen and urgent official duties related to the pursuit of offenders, their delivery to the National Police authorities, and for the transportation of damaged vehicles.
Clause 2.7 (note 1 to subparagraph "b")
Only cargo vehicles are used for the transportation of damaged vehicles.
Clause 2.7 (note 2: documentation of the use of the vehicle)
The person who used the vehicle must issue a certificate indicating the distance traveled, duration of the trip, their surname, position, certificate number, and the full name of their unit or organization.
Clause 2.7 (procedure for avoiding conflicts during the fulfillment of the requirement)
To avoid conflicts related to the fulfillment of this subparagraph of the Traffic Rules of Ukraine, drivers have the right to demand that police officers present their certificate and issue the appropriate certificate or make an entry in the logbook. If the certificate is not presented or the purpose of the trip is different, the driver has the right to refuse to provide their vehicle to the police officer.
That is, the correct answer is "All answers are correct," given that according to the definition of the Traffic Rules, clause 2.7 directly establishes the driver's obligation to provide the vehicle both for transporting persons in need of emergency medical assistance (2.7 a) and for urgent police duties (2.7 b), including (only by cargo vehicles) for the transportation of damaged vehicles.
The question about providing your vehicle does not concern "mutual courtesy," but rather a clearly defined duty of the driver. In the Traffic Rules of Ukraine, this is established in clause 2.7, which explicitly lists the cases when a driver must provide their vehicle to authorized persons. These are situations where it is impossible to promptly fulfill an urgent task or save a life without doing so.
The first case is assistance in saving a person. The driver is obliged to provide the vehicle to police officers or healthcare workers if it is necessary to urgently transport a person in need of emergency medical care to the nearest medical facility. A typical example is an injured person in a traffic accident, and the ambulance cannot arrive quickly or it is not possible to wait.
The second case is urgent official actions by the police. The driver must provide the vehicle to police officers when it is needed for urgent tasks, for example, during the pursuit of offenders or for their delivery to the National Police authorities. The logic here is the same: the law allows the use of civilian transport if the situation is urgent and there is no time for other options.
Separately, the Traffic Rules provide for the use of vehicles to move damaged vehicles, but with an important condition: only trucks are involved for this purpose. That is, a passenger car is not used for towing or transporting damaged vehicles under this rule, but a truck may be involved.
To avoid abuse, the driver has the right to ask the police officer to present their official ID, as well as to demand documentation confirming the use of the vehicle (a certificate or an entry in the trip sheet). If the ID is not presented or the purpose of the trip does not correspond to the urgent cases listed in the Traffic Rules, the driver may refuse to provide the vehicle.
Therefore, the correct answer is "All answers are correct," since clause 2.7 of the Traffic Rules obliges the driver to provide the vehicle both for transporting a person in need of emergency medical care and for urgent police actions (pursuit/delivery of offenders), and trucks—for transporting damaged vehicles as well.
