16.2.88. What is the order of passage of vehicles at this intersection?

This is an exam question from the Traffic Rules of Ukraine about the safe passage through uncontrolled intersections and the correct determination of priority. In real traffic, mistakes in understanding the concepts of “main/secondary road” and applying the “obstacle on the right” rule often cause conflicts and accidents, which is why such situations regularly appear in the theoretical exam.
The question tests the section of the Traffic Rules regarding intersection passage, specifically the requirements of paragraphs 16.11 and 16.14 of the Traffic Rules, as well as the ability to read priority signs: sign 2.3 “Main road” together with plate 7.8 “Direction of the main road.” The plate indicates that the main road changes direction at the intersection, so vehicles approaching on the main road have priority over those coming from the secondary road (logic of paragraph 16.11), and among themselves, drivers on the main road pass as at an equivalent intersection according to the “obstacle on the right” principle (paragraph 16.14 with practical application of the rule from paragraph 16.12).
That is why the correct order is for the vehicle that is to the right of the other vehicle on the main road to go first, then the second vehicle on the main road, and only after them the vehicle from the secondary road. Options where the vehicle from the secondary road goes before anyone from the main road contradict paragraph 16.11, and options with the wrong order between the two vehicles on the main road ignore paragraph 16.14: when the direction of the main road changes, they must pass each other according to the “obstacle on the right” rule.
Clause 16.11
At an intersection of roads with different priorities, the driver of a vehicle moving on a secondary road must yield to vehicles approaching this intersection along the main road, regardless of the direction of their further movement.
Brief application: the red car, which is moving on the secondary road, is obliged to yield to vehicles on the main road (blue and green), therefore passes last.
Clause 16.14
If the main road at the intersection changes direction, drivers of vehicles moving along it must follow the rules for passing intersections of roads of equal priority among themselves. This rule must also be followed by drivers moving on secondary roads among themselves.
Brief application: the blue and green cars (both on the main road) determine the order among themselves as at an intersection of equal roads — according to the "give way to the vehicle on the right" rule.
Clause 16.12
At an intersection of roads of equal priority, the driver of a non-rail vehicle must yield to vehicles approaching from the right, except at intersections with organized roundabouts. This rule must also be followed by tram drivers among themselves. At any uncontrolled intersection, a tram, regardless of the direction of its further movement, has priority over non-rail vehicles approaching it on a road of equal priority, except at intersections with organized roundabouts. Priority at uncontrolled intersections with organized roundabouts, marked with road sign 4.10 "Roundabout", is given to vehicles already moving in the circle.
Brief application: for the green car, the blue is the vehicle approaching from the right, so the blue goes first, then the green.

That is, the correct answer is "Blue, green, red cars.", considering that the vehicle on the secondary road according to clause 16.11 yields to vehicles on the main road, and vehicles on the main road, when its direction changes, according to clause 16.14, pass among themselves according to the "give way to the vehicle on the right" rule from clause 16.12.
At this intersection, a priority sign "Main Road" with a plate indicating the "Direction of the Main Road" is installed. This means the intersection is uncontrolled and the roads are not equal, and the main road changes its direction right at the intersection.
First, we determine who is moving along the main road. According to the direction shown on the plate, the blue and green cars are approaching on the main road, while the red car is on the secondary road. According to clause 16.11 of the Traffic Rules, a driver on a secondary road must yield to vehicles approaching on the main road, regardless of where they turn next. Therefore, the red car will pass last in any case.
Next, we need to resolve the situation between the two cars on the main road. Since the main road changes direction, clause 16.14 of the Traffic Rules applies: drivers moving on the main road must yield to each other as at an intersection of equal roads, that is, according to the "give way to the right" rule. For the green car, the blue car is approaching from the right, so the green car must yield. Accordingly, the blue car goes first, the green second.
After the blue and green cars have passed the intersection, the red car, which all this time was required to yield to the main road, will complete the crossing last.
Thus, the correct answer is "Blue, green, red cars," because the blue and green are moving on the main road and have priority over the red (clause 16.11), and between themselves on the main road, which changes direction, they yield according to the "give way to the right" rule (clause 16.14).
