This exam question from the Traffic Rules of Ukraine tests the ability to safely pass through an intersection when both priority signs and the advantage of emergency vehicles with special signals are in effect at the same time. Such situations often occur in the city, so for the theoretical exam it is important to know the clear algorithm: first, fulfill the requirements regarding special vehicles, and only then determine the order of movement between other cars according to the general traffic rules.

The question relates to the sections of the Traffic Rules about the priority of emergency vehicles (points 3.2–3.3) and the rules for passing intersections, in particular about roads of unequal importance and changes in the direction of the main road (points 16.11 and 16.14), as well as the application of the "obstacle on the right" rule for intersections of equal importance (point 16.12). If a vehicle with flashing beacons appears at the intersection, drivers are required to ensure it passes without hindrance (and if a red beacon is present — to stop). When an emergency vehicle with a blue flashing beacon and/or a special sound signal is approaching, drivers of other vehicles must yield and ensure the unobstructed passage of this vehicle (as well as any accompanying vehicles).

When an emergency vehicle with a red flashing beacon is approaching, drivers of other vehicles must stop near the right edge of the carriageway (on the right shoulder), or if there is none, near the sidewalk or shoulder, and remain stopped until the vehicle has passed.

At an intersection of roads with different priorities, the driver of a vehicle traveling on a secondary road must yield to vehicles approaching on the main road, regardless of their further direction of movement.

If the main road changes direction at the intersection, drivers of vehicles traveling on it must follow the rules for passing intersections of roads with equal priority between themselves. The same rule applies to drivers traveling on secondary roads between themselves.

At an intersection of roads with equal priority, the driver of a non-rail vehicle must yield to vehicles approaching from the right.

Thus, the correct answer is "Yield to both vehicles," considering that it is first necessary to ensure the unobstructed passage of the emergency vehicle with special signals (clauses 3.2–3.3), and after that, between vehicles traveling on the main road that changes direction, the rule for intersections of equal roads applies (clause 16.14) — you must yield to the vehicle on the right (clause 16.12).

As you approach this intersection, you are making a left turn. At the intersection, there is simultaneously an emergency vehicle with flashing beacons turned on, as well as another car (blue), which is moving along the main road.

First, you must consider the priority of the emergency vehicle. According to clause 16.11 of the Traffic Rules, drivers are required to ensure its unobstructed passage, that is, in fact, not to start their maneuver and not to create any obstacles. Therefore, regardless of the priority signs at the intersection, you must yield to this vehicle first.

You and the blue car are both on the main road, but you are turning left, and the blue car is approaching the intersection from your right. According to the “give way to the right” rule, you are required to yield to it. Thus, after the emergency vehicle has passed, you must also yield to the blue car and only then complete your left turn.

Therefore, the correct answer is "Yield to both vehicles," since first you are required to give priority to the emergency vehicle (clause 16.11), and then, while driving on the main road with a change of direction, yield to the car on the right according to the rule for equal roads (clause 16.14).
