16.2.61. What is the order of passage at this intersection?

This is an exam question from the Traffic Rules of Ukraine about the safe passage of uncontrolled intersections, where there is no traffic light or traffic controller, and the order of movement is determined by priority road signs and the rules of mutual passage. Such situations are often used in the theoretical exam because the driver must simultaneously identify the main and secondary road, take into account the specifics of tram movement, and correctly apply the left-turn rule.
The question tests the section Rules for Passing Intersections in the traffic rules, primarily points 16.11–16.13, as well as the ability to read priority signs 2.3 "Main Road", 2.1 "Yield" and the plate 7.8 "Direction of the Main Road". The logic for solving is as follows: first, vehicles approaching on the main road move, and drivers from the secondary road are obliged to yield to them (p. 16.11). Next, among the participants on the main road, we clarify the order based on the conflict of trajectories: the "left turn" rule also applies to trams (p. 16.13), so a tram turning left yields to an oncoming tram going straight or turning right. After movement on the main road is completed, among the cars on the secondary road, point 16.13 applies again: the one turning left yields to the oncoming vehicle going straight/right.
Options where the red car goes before the trams are incorrect, because even on the main road, when trajectories cross, trams go first according to the left-turn rule, and non-rail vehicles do not get "priority over the tram" just because they are also on the main road. Options that swap tram 1 and tram 2 do not take into account that the left-turning tram must yield to the oncoming one (p. 16.13). And options where the purple car overtakes the green one on the secondary road ignore the same principle: when turning left, you must yield to the oncoming vehicle going straight or turning right (p. 16.13).
Clause 16.1
An intersection where the order of passage is determined by traffic signals or a traffic controller is considered regulated. At such an intersection, priority signs do not apply. If the traffic light is off or operating in flashing yellow mode and there is no traffic controller, the intersection is considered unregulated, and drivers must follow the rules for unregulated intersections and the relevant road signs installed at the intersection.
This clause tests the ability to determine the type of intersection (unregulated) and apply priority signs.
Clause 16.11
At an intersection of roads of unequal importance, the driver of a vehicle moving on a secondary road must yield to vehicles approaching this intersection on the main road, regardless of their further direction of movement.
This clause states that vehicles moving on the main road pass first (in this task — trams and the red car), and vehicles from the secondary road (green and purple) — after them.
Clause 16.12
At an intersection of roads of equal importance, the driver of a non-rail vehicle must yield to vehicles approaching from the right, except at intersections where a roundabout is organized. This rule must also be followed by tram drivers among themselves. At any unregulated intersection, a tram, regardless of its further direction of movement, has priority over non-rail vehicles approaching it on a road of equal importance, except at intersections where a roundabout is organized. Priority at unregulated intersections with a roundabout, marked with road sign 4.10 "Roundabout", is given to vehicles already moving in the circle.
This clause checks that the tram has priority over non-rail vehicles at unregulated intersections (within the equality of directions/roads for participants), as well as the general principle of "obstacle on the right" for roads of equal importance (as a basic rule).
Clause 16.13
Before turning left or making a U-turn, the driver of a non-rail vehicle must yield to a tram moving in the same direction, as well as to vehicles moving straight or to the right on a road of equal importance in the opposite direction. This rule must also be followed by tram drivers among themselves.
This clause applies twice: (1) between trams — the tram turning left yields to the oncoming tram moving straight/right; (2) between the green and purple cars on the secondary road — the purple car, turning left, yields to the oncoming green car moving straight/right.
Clause 33.2 — 33 "Road Signs", 2 "Priority Signs", sign 2.3 "Main Road"
Sign 2.3 "Main Road" grants the right of first passage at unregulated intersections. The sign is installed directly before the intersection, as well as at the beginning of the main road. The sign is always repeated with plate 7.8 "Direction of the Main Road" before an intersection where the main road changes its direction, as well as before an intersection with a complex layout.
This clause tests the ability to determine who is on the main road and has priority over vehicles from the secondary road.
Clause 33.2 — 33 "Road Signs", 2 "Priority Signs", sign 2.1 "Yield"
With sign 2.1 "Yield", the driver must yield to vehicles approaching the unregulated intersection on the main road, and if plate 7.8 "Direction of the Main Road" is present — to vehicles moving on the main road. The sign is installed directly before the intersection or a narrow section of the road. Outside populated areas on paved roads, the sign is repeated with additional plate 7.1.1 "Distance to the Object".
This clause checks the obligation of drivers on the secondary road (in the task — the green and purple cars) to yield to vehicles moving on the main road.
Clause 33.7 — 33 "Road Signs", 7 "Plates to Road Signs", plate 7.8 "Direction of the Main Road"
Plate 7.8 "Direction of the Main Road" is used to indicate the direction of the main road at an intersection.
This clarifies which trajectory/direction at the intersection is the main one, to correctly apply priority under clause 16.11 and signs 2.1/2.3.
Thus, the correct answer is: "Tram 2, tram 1, red, green, purple cars.", considering that according to the definition of the Traffic Rules, vehicles on the main road pass first (clause 16.11 and priority signs), among which the order of trams is determined by the left turn rule (clause 16.13), and on the secondary road the purple car, turning left, must yield to the oncoming green car (clause 16.13).
In front of us is an uncontrolled intersection: there is no traffic light or traffic controller, but priority signs are installed. This means we first assess who is traveling on the main road and who is entering from the secondary road. According to clause 16.11 of the Traffic Rules, drivers on the secondary road must yield to vehicles approaching on the main road, regardless of where those vehicles are turning.
On the main road are tram 1, tram 2, and the red car. Therefore, the green and purple cars, which are approaching from the secondary road, cannot go first at this stage and must wait until the vehicles on the main road have passed.
Next, we determine the order among those on the main road. It is important here that the trajectories of the trams intersect, and the rules for turning left also apply to trams. According to clause 16.12 (by reference to the “right-hand rule” and the application of these rules between trams) and the general logic of clause 16.13, the one turning left must yield to oncoming traffic going straight or turning right. Tram 1 is making a left turn, so it must yield to tram 2. Thus, tram 2 goes first, tram 1 goes second.
After both trams have passed, the red car remains on the main road. It is not required to yield to vehicles from the secondary road, so it moves next, that is, third.
Now it is the turn of the secondary road: the green and purple cars. Between them, the left-turn rule according to clause 16.13 must be applied: the driver turning left must yield to oncoming traffic going straight or turning right. The purple car is turning left, so it yields to the green car, and the green car goes fourth, while the purple car is last, fifth.
Therefore, the correct answer is “Tram 2, tram 1, red, green, purple cars,” since vehicles on the main road go first (clause 16.11), priority between trams is determined by the left-turn rule (clauses 16.12, 16.13), and on the secondary road, the purple car, turning left, yields to the oncoming green car (clause 16.13).
