Question without image

This exam question from the Traffic Rules of Ukraine concerns road safety and the correct choice of speed mode. In real traffic, it is important not just to “drive fast,” but to move in such a way that at any moment you have enough time and distance to react, brake, or maneuver. It is speed that most often determines the consequences of mistakes: on slippery surfaces, in fog, on narrow streets, or near pedestrian crossings, the same number on the speedometer can be either acceptable or dangerous.

The question tests knowledge of terms and basic definitions in the traffic rules, in particular, point 1.10 (definition of “safe speed”), as well as the practical application of this concept through the requirements of Section 12 “Speed of movement” (point 12.1). The theoretical exam often includes the exact wording: safe speed in the traffic rules is not a specific number, but the speed at which the driver can safely operate and constantly control the movement of the vehicle in specific road conditions.

The analysis of answer options shows typical mistakes. Referring to the speed “according to signs in populated areas” confuses the permitted (maximum) speed with the safe one: signs and general limits only set the upper boundary, but do not guarantee safety in rain, ice, poor visibility, or heavy traffic. The option about the technical characteristics of the car is also incorrect, because the maximum design speed does not take into account either the road situation, the condition of the surface, or the driver’s abilities. The correct approach is the one established in the Traffic Rules of Ukraine: speed must correspond to the conditions so that the driver actually maintains control and can avoid danger.

Clause 1.10 (term "Safe speed")

Safe speed is the speed at which the driver is able to safely operate the vehicle and control its movement under specific road conditions.

Clause 12.1

When choosing a safe driving speed within the established limits, the driver must take into account the road situation, as well as the characteristics of the cargo being transported and the condition of the vehicle, in order to be able to constantly control its movement and operate it safely.

This clause explains the practical application of the term "safe speed": it is chosen by the driver depending on the specific driving conditions, and is not a fixed value.

That is, the correct answer is "The speed at which you are able to safely operate the vehicle and control its movement under specific road conditions," given that according to the definition in the Traffic Rules, safe speed directly means the ability to safely operate and constantly control the movement of the vehicle under specific road conditions.

This question does not require you to name a specific number like 50 or 90 km/h. It is about defining a term from the Traffic Rules. Clause 1.10 provides the definition of "safe speed," and this is exactly what the test checks.

Safe speed is not equal to the maximum permitted speed indicated by signs or within a populated area. The permitted speed only sets the upper limit, but the driver is obliged to choose a speed at which they can actually control the vehicle without risk, taking into account the surrounding situation.

The logic is simple: the same permitted speed can be either acceptable or dangerous in different conditions. For example, on a wide, dry city highway with good visibility, a driver can safely control the car at a speed close to the permitted limit. But on a narrow street with parked cars, frequent pedestrian crossings, and limited visibility, even a much lower speed will be more appropriate, because only then will you have the opportunity to react in time, reduce speed, or stop.

Weather and road conditions also have an impact: rain, fog, slippery surfaces, potholes, repairs, narrowing of the roadway. If, due to these factors, you can no longer confidently control the trajectory of movement and safely stop the vehicle in case of danger, then the previous speed ceases to be safe, even if it is formally permitted.

Therefore, the correct answer is "The speed at which you are able to safely drive the vehicle and control its movement in specific road conditions," since safe speed in the Traffic Rules is defined not by a number, but by your ability to constantly control the car in specific road situations.
