56. Additional Questions for Categories BE, C1E, CE, D1E, DE (General)
56.1. Is the driver of the truck allowed in this situation to make a right turn without entering the deceleration lane?
UAЧи дозволено в даній ситуації водієві вантажного автомобіля виконати поворот праворуч, не з'їжджаючи на смугу гальмування?
Clause 10.8
If there is a deceleration lane at the exit from the road, the driver intending to turn onto another road must timely change to this lane and reduce speed only on it. If there is an acceleration lane at the entrance to the road, the driver must drive on it and merge into the traffic flow, yielding to vehicles moving on this road.
Brief application: if there is a deceleration lane for exit/turn, the driver is required to change to it in advance; making a turn (exit) from the main lane, “bypassing” the deceleration lane, is not allowed by this clause.
Clause 1.10 (term “Deceleration lane”)
Deceleration lane — a traffic lane intended for reducing the speed of vehicles exiting the road.
Brief application: if such a lane is arranged at the exit, it is a specially designated lane for the maneuver of exiting/turning with speed reduction.
Clause 1.10 (term “Truck”)
Truck — a vehicle that, by its design and equipment, is intended for the transportation of goods.
Brief application: the question concerns specifically the driver of a truck; however, the requirement of clause 10.8 regarding the use of the deceleration lane applies to drivers of vehicles making an exit, regardless of vehicle type.
That is, the correct answer is "Prohibited.", given that according to the definition of the Traffic Rules, if there is a deceleration lane, the driver intending to turn (exit) onto another road must timely change specifically to the deceleration lane and reduce speed on it, not make the turn from the main lane.
In this situation, the driver of the truck intends to exit the main road to the right. At the exit section, a special deceleration lane is provided, which is specifically designed to allow the vehicle to safely reduce speed and prepare for the turn without interfering with the flow of traffic moving in the main lane.
Clause 10.8 of the Traffic Rules of Ukraine establishes a clear procedure: if there is a deceleration lane at the exit, a driver intending to turn onto another road must change lanes in advance specifically to this lane and reduce speed only on it. In other words, the deceleration lane is not "optional"—it is a mandatory element of traffic organization that must be used for turning.
If the driver of the truck makes a right turn without moving into the deceleration lane, he is in fact violating the established exit procedure: he continues to drive and brake in the main lane or makes the turn from a lane not intended for this purpose. This creates a risk of obstruction and danger for vehicles moving behind on the main road.
Therefore, the correct answer is "Prohibited," since when a deceleration lane is present, the driver is required to change to it in advance and perform speed reduction and preparation for the turn only in this lane.
