54.1. What is the minimum driving experience required for a bus (minibus) driver who transports organized groups of children?

The transportation of an organized group of children by bus (minibus) is carried out on the condition of mandatory instruction for children and accompanying persons on the rules of safe behavior during movement and actions in case of emergency situations or a traffic accident. At the same time, a distinguishing sign "Children" must be installed at the front and rear of the bus (minibus) in accordance with the requirements of subparagraph "v" of clause 30.3 of these Rules. The driver of a bus (minibus) transporting organized groups of children must have at least 5 years of driving experience and a category "D" driver's license. On a vehicle with the "Children" sign, orange flashing beacons and/or hazard warning lights must be turned on when passengers are boarding (alighting).
This clause directly establishes the minimum driving experience (at least 5 years) for the driver of a bus (minibus) transporting organized groups of children.
Clause 1.10 (term "Bus")
Bus — a motor vehicle with more than nine seats, including the driver's seat, which by its design and equipment is intended for the transportation of passengers and their luggage, ensuring the necessary comfort and safety.

Clause 1.10 (term "Transportation of organized groups of children")
Transportation of organized groups of children — the simultaneous transportation of ten or more children with a leader responsible for accompanying them during the trip (for a group of thirty or more children, an additional medical worker is assigned).
This definition clarifies when transportation is considered the transportation of an organized group of children and when the requirements of clause 21.3 apply, in particular regarding the driver's experience.
That is, the correct answer is "Five years.", given that clause 21.3 of the Traffic Rules directly requires at least 5 years of driving experience for the driver of a bus (minibus) transporting organized groups of children.
When transporting organized groups of children, the legislator sets higher requirements for the driver, since this involves the responsible transportation of passengers who require special attention and safety. Such transportation is carried out by a bus or minibus, that is, a vehicle specifically intended for carrying passengers.
The key condition regarding the driver's experience is directly defined in paragraph 21.3 of the Traffic Rules of Ukraine. This paragraph states that a driver transporting an organized group of children must have at least 5 years of driving experience (as well as the appropriate category for operating a bus). In other words, the minimum experience is set not as a “recommendation,” but as a mandatory requirement of the Rules.
In practice, this means the following: even if a driver confidently operates a bus and has the necessary category, but their driving experience is, for example, 3 or 4 years, they do not have the right to transport an organized group of children. Only a driver with at least five years of confirmed driving experience is allowed to undertake such a trip.
Therefore, the correct answer is “Five years,” since paragraph 21.3 of the Traffic Rules of Ukraine establishes a mandatory minimum requirement: a driver transporting organized groups of children by bus (minibus) must have at least 5 years of driving experience.
