Passenger transportation services (up to 8 persons, excluding the driver) in a cargo vehicle adapted for this purpose are permitted for drivers who have more than three years of driving experience and a category "C" driver's license, and in the case of transporting more than the specified number (including passengers in the cab) — categories "C" and "D".
This clause directly establishes the minimum driving experience requirement for a driver with a category "C" license to transport up to 8 passengers (excluding the driver) in an adapted cargo vehicle — more than three years, which in exam answers is presented as "three years".
Thus, the correct answer is "Three years.", considering that according to the definition of the Traffic Rules, transportation of up to 8 passengers in an adapted cargo vehicle is allowed for a category "C" driver only if they have more than three years of driving experience.
