48.1. At which locations is a truck driver allowed to perform loading (unloading) of cargo if the road has one lane for traffic in each direction?
UAНа якому з місць водієві вантажного автомобіля дозволено виконати завантаження (розвантаження) вантажу, якщо дорога має по одній смузі для руху в кожному напрямку?
In populated areas, stopping and parking of vehicles are allowed on the left side of the road, which has one lane for traffic in each direction (without tram tracks in the middle) and is not divided by marking 1.1, as well as on the left side of a one-way road. If the road has a boulevard or a dividing strip, stopping and parking of vehicles near them are prohibited.
Explanation of application: this rule allows (under the conditions given in the question — one lane in each direction) stopping for loading/unloading also on the left side of the road in a populated area, if there are no other prohibitions.
Clause 15.9 (subclause "g")
Stopping is prohibited: on pedestrian crossings and closer than 10 m from them on both sides, except when giving way.
Explanation of application: even if stopping is generally allowed (in particular under clause 15.3), for loading/unloading it is not allowed to stop on a crossing or closer than 10 m to it; therefore, only places that maintain this distance are suitable (on the diagram — A and D).
Clause 1.10 (term "Stopping")
Stopping — cessation of movement of a vehicle for up to 5 minutes or more, if necessary for boarding (alighting) passengers or loading (unloading) cargo, fulfilling the requirements of these Rules (giving way, obeying the requirements of the traffic controller, traffic signals, etc.).
Explanation of application: loading (unloading) is directly referred to in the Traffic Rules as grounds for "stopping", so all prohibitions/permissions established for stopping apply to it (in particular clauses 15.3 and 15.9).
Clause 1.10 (term "Truck")
Truck — a vehicle which, by its design and equipment, is intended for the carriage of goods.
Explanation of application: the question concerns specifically the driver of a truck, but regarding places for stopping for unloading/loading, the general rules for stopping/parking from section 15 apply.
That is, the correct answer is "At places A and D.", given that by the definition of the Traffic Rules, loading (unloading) is considered "stopping", stopping in a populated area under the conditions of a road with one lane in each direction may be on the left side (clause 15.3), but it is prohibited on a pedestrian crossing and closer than 10 m to it (clause 15.9 "g"), and only places A and D meet this requirement.
To perform loading or unloading, the driver of a truck is essentially making a stop, since the Traffic Rules directly classify loading (unloading) as reasons for stopping a vehicle. Therefore, it is necessary to check whether stopping is allowed in the selected locations.
According to clause 15.3, in a populated area it is allowed to stop and park also on the left side of the road, if the road has one lane in each direction, there are no tram tracks in the middle, and there is no solid line marking separating the traffic flows. Thus, stopping a truck on the left side in this situation is possible, but only if other prohibitions are not violated.
Next, we apply clause 15.9, subclause (g): stopping is prohibited on a pedestrian crossing and closer than 10 meters to it on both sides. That is, even if the location generally meets the conditions of clause 15.3, there is a strict 10-meter restriction near the crossing.
On the diagram, only locations A and D are situated so that the prohibited zone around the pedestrian crossing is observed: the vehicle is not on the crossing and is not closer than 10 meters to it. In locations B, V, and H, stopping for loading/unloading falls within this 10-meter zone or directly on the crossing, and is therefore prohibited.
Therefore, the correct answer is "At locations A and D," since stopping for loading/unloading is allowed here on a road with one lane in each direction (clause 15.3) and the prohibition on stopping on the crossing and closer than 10 m from it is observed (clause 15.9 d).
