Clause 4.12

At tram stops not equipped with boarding platforms, pedestrians are allowed to step onto the carriageway only from the side of the doors and only after the tram has stopped. After alighting from the tram, pedestrians must leave the carriageway without delay.

Clause 4.11

Pedestrians must wait for public transport vehicles on sidewalks, boarding platforms, or, if these are absent, on the roadside, without creating obstacles to road traffic.

Clause 18.3

If a tram stops at a stop not equipped with a boarding platform, drivers of non-rail vehicles moving in the same direction must stop behind the tram and may continue driving only after the tram doors are closed and pedestrians have left the carriageway.

Thus, the correct answer is "Only from the side of the doors and only after the tram has stopped," given that according to the definition in Traffic Rules clause 4.12, pedestrians are directly permitted to step onto the carriageway to board a tram without a boarding platform only from the side of the doors and only after it has stopped (while clause 4.11 defines the waiting area, and clause 18.3 ensures this rule by obliging drivers to stop and not resume movement until pedestrians have left the carriageway).

When a tram stop does not have a boarding platform, passengers wait for the tram on the sidewalk or on the roadside, without stepping onto the roadway in advance. In this situation, the main risk is that a person may end up among moving vehicles, so the Rules strictly limit how exactly one is allowed to approach the tram for boarding.

Clause 4.12 of the Traffic Rules establishes a special procedure for such stops: stepping onto the roadway is allowed only when the tram has already stopped and boarding is actually taking place. The logic is simple: while the tram is moving or just approaching, a pedestrian has no reason to step onto the road, as this creates danger both for themselves and for drivers of other vehicles.

It is also important that stepping onto the roadway is allowed only from the side of the tram doors. This means that the pedestrian approaches the tram from the side where the doors open, and does not walk around the tram from the front or rear, nor step onto the roadway from the opposite side. In practice, it looks like this: you stand on the sidewalk, the tram approaches, stops, opens its doors, and only then do you take a few steps onto the roadway to the open doors for boarding.

This procedure is necessary so that pedestrian movement is predictable: drivers of other vehicles understand that people may appear on the roadway precisely near the tram doors and only after it has stopped, and not suddenly from any side while the tram is approaching.

Therefore, the correct answer is "Only from the side of the doors and only after the tram has stopped," since the Traffic Rules allow stepping onto the roadway to board a tram without a boarding platform only after a complete stop and only from the side where the doors open, so as not to create danger and not to walk around the tram.
