Clause 33.1 (33 "Road Signs", 1 "Warning Signs" — procedure for installation and repetition of warning signs)
Warning signs, except for signs 1.37, 1.38, 1.39, are installed outside populated areas at a distance of 150–300 m, and within populated areas — at a distance of 50–100 m before the start of a hazardous section.
Outside populated areas, signs 1.8, 1.13, 1.14, 1.15, 1.16, 1.25, 1.27, 1.28, 1.33, and 1.37, and within populated areas signs 1.33 and 1.37, are repeated. The next sign is installed at a distance of at least 50 m from the beginning of the hazardous section.
Sign 1.33 "Children" is installed before a section of the road where children may appear from the territory of a children's institution (preschool, general secondary education institution, health camp, etc.) that is located directly adjacent to the road.
Sign 1.37 "Road Works" is installed before a section of the road where road works are being carried out.
Thus, the correct answer is "Are repeated within a populated area during long-term installation," considering that according to clause 33.1 of the Traffic Rules, in populated areas, warning signs 1.33 and 1.37 are subject to repetition.
In this question, you need to find the common feature in the application of two warning signs: 1.33 and 1.37. They warn about different dangers (1.33 is related to the possible presence of children, 1.37 warns about road works), but in traffic organization, the important thing is not the picture's meaning, but the rule for their installation.
For warning signs, the Traffic Rules provide that sometimes they are duplicated so that the driver definitely notices the warning. Specifically for signs 1.33 and 1.37, a special procedure is specified: in populated areas, these signs can be installed repeatedly if they are not set for a short period, but as a long-term warning. This means that when a dangerous section exists permanently or for a long time (for example, a constantly operating children's institution near the road or prolonged road works), the sign can be duplicated so that the information is not lost in urban traffic and among other objects and signs.
For example: if a school or children's camp is located directly next to the roadway, sign 1.33 can be placed in advance and repeated, so that a driver distracted by traffic still receives a warning before the dangerous zone. Similarly, if long-term road works are being carried out within the city, sign 1.37 can also be repeated so that the driver does not miss the warning and can timely adjust attention to the changed traffic conditions.
Other answer options are eliminated because they are not a common and mandatory feature for both signs in this context: for example, installation on both sides of the road is not characteristic of both signs at once, and the question asks for a common feature. Therefore, the key similarity here is precisely in the rule of repetition in a populated area in case of long-term installation.
Thus, the correct answer is "Repeated in a populated area with long-term installation," since for signs 1.33 and 1.37 the Traffic Rules provide for the possibility of their repetition within a populated area when the warning is of a long-term nature and needs to be duplicated for reliable perception by the driver.
