32. Specific Traffic Issues Requiring Coordination
32.1. In which case is it necessary to coordinate the conditions and procedure for the movement of a convoy of vehicles with the National Police?

The following are coordinated with the National Police authorities: a) placement of kiosks, pavilions, advertising media, mobile trading points in the road reservation strips or on the red lines of city streets and roads and their artificial structures, as well as on adjacent territories, buildings, and structures — administrative premises of enterprises, institutions, and organizations; b) the conditions and procedure for the movement of convoys consisting of more than five motor vehicles; c) the procedure for towing two or more vehicles; d) (excluded from the Traffic Rules on the basis of CMU Resolution No. 660 dated 30.08.2017). Other issues of road safety provided for by legislative acts are also coordinated with the National Police authorities.

Convoy of vehicles — an organized group of three or more vehicles moving together in one direction directly one after another with their low beam headlights constantly on.

The rules separately define situations when certain actions must be coordinated with the National Police. Among such cases, point 32.1 specifically mentions the coordination of the conditions and procedure for the movement of convoys, but not just any convoys—specifically those that are large in number.
The logic here is simple: the more motor vehicles in a convoy, the greater its impact on road traffic and the higher the safety risks—other drivers find it more difficult to overtake, the “length” of the group increases, and clear organization is needed for passing intersections, maneuvers, and possible stops. That is why the Traffic Rules set a threshold after which the movement of a convoy must be coordinated with the police.
For example, if 4 or 5 trucks are moving in an organized manner, this is already a convoy, but in this case, separate coordination with the police is not required. However, if the movement of 6 or more motor vehicles is planned (for example, 6 buses or 6 trucks), then the conditions and procedure of movement must be coordinated with the authorized units of the National Police in accordance with point 32.1 of the Traffic Rules.
Therefore, the correct answer is “If the convoy consists of more than 5 motor vehicles,” since point 32.1 of the Traffic Rules requires coordination with the National Police of the conditions and procedure for the movement of convoys precisely when their composition exceeds five motor vehicles.
