Clause 22.4

Cargo that extends beyond the dimensions of the vehicle at the front or rear by more than 1 m, or in width exceeds 0.4 m from the outer edge of the front or rear position lamp, must be marked in accordance with the requirements of subparagraph "z" of clause 30.3 of these Rules.

Brief application: this clause sets the threshold value for cargo protrusion in width — 0.4 m from the outer edge of the front or rear position lamp — after which marking of the cargo is mandatory.

Clause 30.3 (subparagraph "z" — identification sign "Oversized cargo")

The following identification signs are installed on the relevant vehicles: "Oversized cargo" — signal boards or flags measuring 400×400 mm with red and white diagonal stripes (width — 50 mm) alternating, and at night or in conditions of insufficient visibility — reflectors or lamps: white at the front, red at the rear, orange at the sides. The sign is placed on the outermost parts of the cargo protruding beyond the dimensions of the vehicle by more than specified in clause 22.4 of these Rules.

Brief application: this subparagraph defines what and how the cargo protruding beyond the limits established by clause 22.4 (in particular, more than 0.4 m in width) should be marked.

That is, the correct answer is "At 0.4 m.", given that according to the definition of the Traffic Rules, mandatory marking occurs when the cargo in width exceeds 0.4 m from the outer edge of the front or rear position lamp (clause 22.4), and then the "Oversized cargo" marking is applied (clause 30.3 "z").

When a vehicle is transporting cargo, it is important to assess not only its weight, but also how far it extends beyond the vehicle’s dimensions. Excessive protrusion in width can be dangerous for other road users, especially when passing, overtaking, or driving side by side in dense traffic. That is why the Traffic Rules set a clear threshold after which the cargo must be mandatorily marked.

Clause 22.4 of the Traffic Rules of Ukraine states that the reference point for measuring the protrusion of cargo by width is the outer edge of the front or rear position lamp. This means we do not estimate the width of the cargo “by eye,” but measure from the edge of the position lamp to the most protruding part of the cargo on the side.

If the cargo extends beyond this reference point by more than 0.4 m (that is, more than 40 cm), it is considered to protrude beyond the permissible width limit without special marking. In this case, it must be marked with identification signal boards or flags “Oversized cargo” in accordance with the requirements of clause 30.3 of the Traffic Rules, so that other drivers can notice the dangerous protrusion in advance.

For example, if the cargo protrudes 30 cm from the outer edge of the position lamp on the right side, mandatory marking under this rule is not yet required. But if the protrusion is 45 cm, this is already more than 0.4 m, and marking then becomes mandatory.

Therefore, the correct answer is "By 0.4 m.", since according to clause 22.4 of the Traffic Rules, cargo that protrudes in width by more than 0.4 m from the outer edge of the front or rear position lamp must be mandatorily marked with signal boards or flags.
