2. Duties and Rights of Motor Vehicle Drivers
2.1. If it is impossible to take measures to provide pre-medical aid to the victim and to call an emergency (ambulance) medical team, as well as if it is not possible to send the victim from the scene of the traffic accident to a medical facility with the help of other persons, the driver is obliged to:

Clause 2.10 (driver's duties in case of involvement in a traffic accident), subclause "g"
"In case of involvement in a road traffic accident, the driver is obliged to: ... g) take possible measures to provide first aid to the victims, call an emergency (ambulance) medical team, and if this is not possible, seek help from those present and send the victims to a healthcare facility."
This subclause defines the "usual" algorithm of the driver's actions regarding first aid and organizing the transportation of victims to a healthcare facility, before applying the exception from subclause "e".
Clause 2.10 (driver's duties in case of involvement in a traffic accident), subclause "e"
"In case of involvement in a road traffic accident, the driver is obliged to: ... e) if it is impossible to perform the actions listed in subclause "g" of clause 2.10 of these Rules, take the victim to the nearest healthcare facility using their own vehicle, after first recording the location of the accident traces, as well as the position of the vehicle after it has stopped; at the healthcare facility, report their surname and the vehicle's license plate number (by presenting a driver's license or other identification document, and the vehicle registration document) and return to the scene of the accident."
This subclause directly establishes the driver's obligation to transport the victim in their own vehicle precisely when it is impossible to provide assistance/call an ambulance/organize transportation by other persons, and at the same time defines mandatory conditions: prior recording of traces and the vehicle's position, reporting data at the medical facility, and returning to the scene of the accident.
Clause 1.10 (term "Road traffic accident")
"A road traffic accident is an event that occurred during the movement of a vehicle, as a result of which people were killed or injured or material damage was caused."
This term clarifies that the duties described in clause 2.10 apply specifically in the case of a traffic accident.
Therefore, the correct answer is: "Take the victim to the nearest healthcare facility using your own vehicle, after first recording the location of the accident traces, at the healthcare facility report your surname and the vehicle's license plate number (by presenting a driver's license or other identification document, and the vehicle registration document) and return to the scene of the incident," considering that according to the definition of the Traffic Rules, a driver involved in a traffic accident, if it is impossible to perform the actions from clause 2.10 "g", is obliged to act according to the exceptional procedure of clause 2.10 "e" (transporting the victim in their own vehicle with recording of traces, reporting data at the medical facility, and returning to the scene of the accident).
After a traffic accident, the main priority for the driver according to the Traffic Rules of Ukraine is the preservation of life and health of people. Usually, the driver must stop, turn on the hazard warning lights, not move any objects, call an ambulance, and take possible measures to provide first aid. However, there are situations when it is impossible to perform these actions: there is no connection, there are no people nearby, it is not possible to send the injured person with passing transport, and the condition of the injured person requires immediate medical assistance.
It is precisely for such exceptional cases that the Traffic Rules (paragraph 2.10 e) allow the driver to temporarily leave the scene of the incident. It is important to understand: this is not a "right to leave," but an obligation to act so that the injured person gets to doctors as quickly as possible when other options are unavailable. For example, the accident happened at night on a deserted stretch of road, there is no mobile connection, the injured person is in serious condition, and no one else can help with transportation.
In order not to lose important circumstances of the accident, before leaving, the driver must record the location of the traces of the incident and the position of the vehicle after stopping. In practice, this can be a photo or video of the scene, road landmarks, the position of the car relative to markings, the roadside, signs — that is, everything that will help later reconstruct the picture of the accident.
Next, the driver is obliged to take the injured person to the nearest medical facility using their own vehicle. At the medical facility, he must provide his personal details and vehicle information: surname and license plate number, and also confirm them with documents (driver’s license or other identity document, and the vehicle registration document). After this, the driver does not "finish" his actions — he must return to the scene of the accident, as the event’s documentation and further actions are carried out there.
Thus, the correct answer is "Take the injured person to the nearest medical facility using your own vehicle, having previously recorded the location of the traces of the incident; at the medical facility, provide your surname and the vehicle’s license plate number (presenting your driver’s license or other identity document, and the vehicle registration document), and return to the scene of the incident," since the Traffic Rules, in an exceptional situation when it is impossible to provide assistance, call an ambulance, or send the injured person with others, require the driver to independently deliver the injured person to the nearest hospital, having previously recorded the circumstances of the accident, provide their details at the medical facility, and return to the scene of the incident.
