16.1.1. How should the driver of the white car, who is waiting for the traffic light to permit movement, act in this situation in order to go straight?

Clause 16.10

At an intersection where traffic is regulated by a traffic light with an additional section, a driver who is in a lane designated for turning must continue moving in the direction of the arrow illuminated in the additional section if stopping at the prohibitive signal of the traffic light would create an obstacle for vehicles following in the same lane.

In this situation, the driver of the white car, being in a lane from which a left turn is actually made (if the green arrow in the additional section is illuminated), must not block the movement of the vehicle behind, which intends to follow this arrow.

Clause 8.7.3 (subclause "e")

A green arrow on a black background in the additional section of the traffic light, illuminated simultaneously with the yellow or red signal of the traffic light, allows movement in the indicated direction provided that right of way is given to vehicles moving from other directions, as well as to pedestrians.

This clause explains that even when the main section shows a red signal, movement in the direction of the green arrow in the additional section is permitted (but with the obligation to yield to other road users who have the right of way).

Clause 9.2

Signaling with turn indicators or by hand must be performed in advance before starting a maneuver and must be stopped immediately after it is completed.

Since the correct course of action involves continuing to turn left, the driver of the white car is obliged to give the appropriate warning signal in advance — to turn on the left turn indicator.

Clause 10.4

Before turning right, left, or making a U-turn, the driver must in advance take the appropriate extreme position on the carriageway designated for movement in that direction, except in cases when the turn is made when entering an intersection with a roundabout, or when the direction of movement is determined by road signs or road markings.

This clause is related to the correct choice of lane: if the driver is in a lane designated for turning left (which is confirmed by the operation of the traffic light with an additional section), then at the intersection they must perform the maneuver corresponding to this lane, and not try to go straight, creating an obstacle for others.

That is, the correct answer is "Turn on the left turn indicator, continue moving in the direction indicated by the arrow illuminated in the additional section," considering that according to the definition of the Traffic Rules, a driver in a turning lane at an intersection with a traffic light and an additional section does not have the right to create an obstacle for vehicles behind by stopping at the prohibitive signal and must move according to the green arrow of the additional section, having signaled the left turn in advance.

In front of us is an intersection where traffic is regulated by a traffic light with an additional section. The main section for our direction is showing a red signal, which means that ordinary straight movement is currently prohibited. At the same time, the additional section is displaying a green arrow to the left, which allows movement specifically in that direction.

The white car is in the left lane and, judging by the absence of a turn signal, was planning to go straight and is waiting for the green signal of the main section. However, behind it in the same lane is a green car with its left turn signal on, meaning it intends to turn left and can do so right now following the arrow of the additional section.

In this situation, clause 16.10 of the Traffic Rules of Ukraine applies. It obliges the driver who is in a lane from which a turn is made to continue moving in the direction of the arrow of the additional section if stopping at the prohibiting signal creates an obstacle for vehicles behind in the same lane. That is, the white car, by remaining stopped "at red" and waiting for permission to go straight, is actually blocking the green car behind, which has the legal opportunity to turn left.

Therefore, in order not to create an obstacle for vehicles behind in the same lane, the driver of the white car must signal a left turn and proceed left in the direction allowed by the green arrow of the additional section, even if they originally planned to go straight.

Thus, the correct answer is "Turn on the left turn signal, continue moving in the direction indicated by the arrow lit in the additional section," because according to clause 16.10 of the Traffic Rules, a driver in a turn lane does not have the right to stand at a prohibiting signal if this blocks a car behind that can move according to the green arrow of the additional section.
