25.1. How are vehicles moving in a convoy marked if they are not accompanied by emergency vehicles?

Each vehicle moving as part of a convoy must display the identification sign "Convoy," as specified in subparagraph "ye" of clause 30.3 of these Rules, and must have its low beam headlights turned on. The identification sign may not be installed if the convoy is accompanied by emergency vehicles with red, blue and red, green or blue and green flashing beacons and/or special sound signals.
Brief application: if the convoy is not accompanied by emergency vehicles, the convoy is marked simultaneously by the identification sign "Convoy" and the low beam headlights turned on for each vehicle in the convoy.

Clause 1.10 (term "Convoy of vehicles")

Thus, the correct answer is "Answers 1 and 2.", considering that according to the definition in the Traffic Rules, a convoy moves with low beam headlights constantly on, and according to clause 25.1, without the accompaniment of emergency vehicles, each vehicle in the convoy is additionally marked with the identification sign "Convoy".
When vehicles move in an organized manner one after another in the same direction, this is referred to as a convoy. According to the Traffic Rules, such a convoy consists of at least three vehicles and must be clearly recognizable to other road users while moving.
That is why clause 25.1 of the Traffic Rules establishes two mandatory ways to identify a convoy if it is not accompanied by emergency vehicles. First, each vehicle in the convoy must display the identification sign "Convoy" (a sign specified in the list of identification signs). Second, each vehicle in the convoy must have its low beam headlights turned on while moving.
It is important not to substitute this requirement with other lights. Daytime running lights or fog lights are not what is directly required for driving in a convoy according to clause 25.1: the rule specifically mentions low beam headlights. Therefore, to comply with the Traffic Rules, a driver in a convoy turns on the low beam headlights and ensures the presence of the "Convoy" identification sign.
An exception to the sign requirement is possible only when the convoy is accompanied by emergency vehicles with flashing beacons and/or special sound signals turned on. But the question specifically states that there is no escort, so the exception does not apply and both identifiers are required.
Therefore, the correct answer is "Answers 1 and 2," since when a convoy moves without the escort of emergency vehicles, each car must be marked with the "Convoy" identification sign and move with the low beam headlights turned on.
