This exam question from the Traffic Rules of Ukraine checks one of the basic skills of safe driving in the city: timely warning of other road users about your intention to perform a maneuver. Proper and timely signaling of a turn reduces the risk of accidents at intersections, helps avoid conflicts with vehicles behind and nearby, and also gives pedestrians and cyclists time to assess your trajectory.

In terms of content, it belongs to the section of the Traffic Rules about warning signals and maneuvering (points 9.2–9.4). For the theoretical exam, it is important to remember that the turn signal (or hand signal, if the indicators are absent or faulty) must be given in advance, but in populated areas there is a clearly defined minimum: no less than 50–100 m before starting the turn, taking into account the speed of movement. The signal must also be stopped immediately after completing the maneuver, so as not to mislead others.

When comparing answer options, too great a distance like 200 m is typical for driving outside populated areas (where the guideline is 150–200 m), so for urban conditions this does not meet the requirements of point 9.4. The option with 100 m "if there are other road users" is also incorrect, because the obligation to signal does not depend on whether you see others: the traffic rules set a minimum distance and require you to always signal before turning. That is why the correct wording is about 50–100 m within a populated area, which directly corresponds to the norm of the Traffic Rules of Ukraine and the logic of safety at intersections.

Clause 9.4

The signal with turn indicators or by hand must be given in advance before starting the maneuver (taking into account the speed of movement), but not less than 50–100 m in populated areas and 150–200 m outside them, and must be stopped immediately after its completion (the hand signal should be finished immediately before starting the maneuver). It is prohibited to give a signal if it may be misunderstood by other road users. Giving a warning signal does not give the driver priority and does not relieve them of taking precautionary measures.

This clause directly checks the requirement: in a populated area, the turn signal must be given not less than 50–100 m before starting the turn.

Clause 9.2

The driver must give signals with the light turn indicators of the corresponding direction before starting to move and stopping, before changing lanes, turning, or making a U-turn.

This clause confirms the obligation to give a signal precisely before performing the maneuver (right turn).

Clause 9.3

If the turn indicators or brake lights are absent or faulty, signals are given by hand.

This clause explains why the answer indicates an alternative: the signal may be given by turn indicators or by hand.

Thus, the correct answer is "Obliged to give a signal with turn indicators or by hand not less than 50–100 meters before the turn," given that according to the definition of the Traffic Rules, the turn signal in a populated area is given in advance before the maneuver, but not less than 50–100 m (clause 9.4), and is mandatory before the turn (clause 9.2), with the possibility of giving it by hand in the absence/failure of indicators (clause 9.3).

When you are driving in a populated area and plan to turn right at an intersection, other road users must be able to understand your intention in advance. For this purpose, the Rules require you to give a warning signal before starting the maneuver so that drivers behind, alongside, as well as pedestrians can react in time.

According to paragraph 9.4 of the Traffic Rules of Ukraine, the signal with turn indicators (or by hand, if the indicators are faulty) must be given in advance, taking into account the speed of movement, but within a populated area not less than 50–100 meters before the turn. For example, if you are driving on a city street and there is about one or two blocks left to the intersection, it is during this interval that you need to turn on the right indicator so that your intention is not sudden for others.

This rule is necessary so that other drivers do not start overtaking you, do not perform a parallel maneuver, or do not drive up too close when you are already starting to turn. After completing the turn, the signal must be turned off immediately so as not to mislead others.

Therefore, the correct answer is "Obliged to give a signal with turn indicators or by hand not less than 50–100 meters before the turn," since in a populated area, paragraph 9.4 of the Traffic Rules obliges you to warn about the turn in advance and sets the minimum signaling distance at 50–100 meters before the maneuver.
