This exam question from the Traffic Rules of Ukraine concerns road safety in situations where a vehicle is forced to move with a technical malfunction, but such a malfunction does not prohibit its operation. In such cases, the main task of the driver is to warn other road users in advance that the vehicle may be moving more slowly or unstably, so that drivers behind can properly assess the situation and safely overtake.

The question tests knowledge of the section of the Traffic Rules regarding warning signals, specifically the requirements of points 9.9 and 9.11 of the traffic regulations. Under normal conditions, when driving to the place of repair with a permissible malfunction, the hazard warning lights must be turned on (p. 9.9). But if the hazard lights are missing or faulty, the Traffic Rules provide for an alternative marking: it is necessary to attach either a warning triangle or a flashing red light to the rear of the vehicle (p. 9.11). That is why in the theoretical exam, the correct answer is the option that allows for either of these two equivalent requirements to be fulfilled.

The analysis of the answers helps to avoid common mistakes: turning on the dipped headlights does not replace the hazard marking and does not fulfill the requirements of p. 9.11, so this option is insufficient. Options that involve installing only the warning triangle or only the flashing red light are essentially correct, but in the exam format, one answer is required that covers both methods permitted by the Traffic Rules. The combination of "headlights plus triangle" is also not a requirement of the Rules in this situation, as the key point is the use of one of the two warning devices, installed at the rear.

Clause 9.9 (subparagraph "v")

The hazard warning lights must be switched on: "v) while driving a vehicle with technical malfunctions, with which driving is not prohibited, to the place of parking or repair."

This subparagraph sets the basic requirement: while driving to the place of repair with permissible malfunctions, the vehicle must be marked with the hazard warning lights switched on.

Clause 9.11

"If the vehicle is not equipped with hazard warning lights or they are faulty, a warning triangle or a flashing red light must be installed:

a) at the rear of the vehicle specified in clause 9.9 ("v", "h", "g") of these Rules;

b) on the side with poorer visibility for other road users in the case specified in subparagraph "b" of clause 9.10 of these Rules."

Application to the question: since the situation directly falls under clause 9.9 ("v") (driving to the place of repair with malfunctions with which driving is not prohibited), but the hazard warning lights are absent/faulty — the vehicle must be marked in one of the two ways provided by clause 9.11: install a warning triangle or a flashing red light at the rear.

That is, the correct answer is "Fulfill the requirement indicated in answer 2 or in answer 3.", given that according to the definition of the Traffic Rules, in the absence or malfunction of hazard warning lights for a vehicle moving to the place of repair (clause 9.9 "v"), clause 9.11 applies and it is allowed to install either a warning triangle or a flashing red light (at the rear of the vehicle).

When a vehicle has a technical malfunction that does not prohibit movement according to the Rules, the driver is allowed to proceed to the place of repair. However, such a vehicle often moves slower than the traffic flow, so other drivers need to understand in advance that there is not ordinary traffic ahead, but a vehicle with a problem.

In a normal situation, the hazard warning lights are used for this purpose. However, the question explicitly states that they are absent or malfunctioning, meaning the standard way of warning other road users cannot be applied.

This is exactly the situation addressed by paragraph 9.11 of the Traffic Rules of Ukraine: if the hazard warning lights are missing or not working, the vehicle must be marked with another warning device. The Rules allow two equivalent options: either install an emergency stop sign or use a flashing red light. For a vehicle heading to the place of repair with a permitted malfunction, such a sign or light should be attached at the rear, so that drivers behind can assess the situation in advance, reduce speed, and safely overtake or maneuver.

Therefore, the correct answer is "Fulfill the requirement specified in answer 2 or answer 3," since according to paragraph 9.11 of the Rules, if the hazard warning lights are absent or malfunctioning, the vehicle must be marked either with an emergency stop sign or a flashing red light (in this case — at the rear of the vehicle).
