This exam question from the Traffic Rules of Ukraine concerns road safety and the correct actions a driver should take in response to a lawful request from a police officer. In real-life situations, such scenarios often occur on busy road sections, and a mistake during stopping can create a hazardous situation or obstacles for other road users. Therefore, this topic is important not only for the theoretical exam but also for everyday driving practice.

The question tests knowledge of Section 8 of the Traffic Rules (regulation signals) and, in particular, clause 8.9, which sets out the methods for issuing a stop requirement and the driver’s obligation to stop exactly at the place indicated by the police officer, while complying with stopping rules. That is, the driver must follow the instruction not "as convenient," but as directed by the police officer, while maintaining the safety of the maneuver and not violating the general stopping requirements.

The analysis of the answer options shows the logic of the rule: the correct option is the one where the driver stops at the indicated place, as this is directly provided for by clause 8.9 of the Traffic Rules of Ukraine. The advice to "stop at the right or left edge of the carriageway" may be incorrect, because the police officer may direct to a specific area (bay, shoulder, site, place after an intersection) for a safe check, and the choice "at your own discretion" does not meet the requirement. The option "stop without changing the lane" is also not universally correct, since sometimes a safe stop is possible only after moving to the place indicated by the police officer, and this is exactly what this exam question from the traffic rules checks.

Clause 8.9

“The requirement to stop a vehicle is given by a police officer using: a) a signaling disc with a red signal or reflector, or a hand indicating the relevant vehicle and the further place of its stop; b) an activated blue and red or only red flashing beacon and/or a special sound signal; c) a special display board indicating the requirement to stop the vehicle. The driver must stop the vehicle at the indicated place in compliance with the stopping rules.”

This clause directly establishes the driver’s obligation to stop exactly where the police officer indicates (taking into account the requirements of Section 15 of the Traffic Rules regarding stopping/parking).

Clause 2.4

“At the request of a police officer, the driver must stop in compliance with these Rules...”

This clause additionally emphasizes that stopping at the request of a police officer must be carried out in accordance with the Traffic Rules (including the rules of safe stopping).

Clause 1.10 (term “Stop”)

“Stop — cessation of movement of a vehicle for up to 5 minutes or more if necessary for boarding (alighting) passengers or loading (unloading) cargo, fulfilling the requirements of these Rules, signals of the traffic controller, road signs, markings, as well as in the case of a forced stop.”

The term explains that fulfilling the requirement of a police officer (traffic controller) is a basis for a “stop” as defined by the Traffic Rules.

That is, the correct answer is “Stop at the place indicated by the police officer, in compliance with the stopping rules,” given that according to the definition of the Traffic Rules, the requirement of a police officer to stop (clause 8.9) is mandatory for execution, and the driver must stop the vehicle at the indicated place, observing the stopping rules.

In this situation, you can see that the police officer is signaling you to stop using a signaling disk or a hand gesture. This method of signaling is directly stipulated in paragraph 8.9 of the Traffic Rules of Ukraine as an official requirement to stop the vehicle and, at the same time, an indication of exactly where this should be done.

It is important to understand: if the police officer not only signals "stop" but also additionally indicates a specific place (for example, the shoulder, a stopping bay, beyond the intersection, or another safe area), the driver does not choose the place at their own discretion. Your duty is to comply with the requirement and stop exactly where you are directed.

At the same time, the stop must be performed correctly. That is, you need to follow the general rules for stopping: choose a safe position, do not create obstacles for other road users, and do not stop where stopping is prohibited, unless the police officer has specified another place that allows you to stop safely. In practice, this means smoothly reducing speed, turning on the turn signal, moving over to the indicated place, and stopping without violations.

Therefore, the correct answer is "Stop at the place indicated by the police officer, in compliance with the stopping rules," since paragraph 8.9 of the Traffic Rules obliges the driver to comply with the police officer's requirement to stop and to stop the vehicle at the place indicated by the officer, following the stopping rules.
