Question without image

This is an exam question from the Traffic Rules of Ukraine concerning the safety of transporting passengers on atypical vehicles and is aimed at preventing injuries during movement. For the theoretical exam, it is important to understand that a horse-drawn cart or sleigh is considered a vehicle under the traffic rules, and therefore, transporting people on them is only allowed if passengers are seated safely and are not at risk of being struck by other road users or obstacles.

The question tests knowledge of the section of the Traffic Rules that regulates the movement and operation of horse-drawn vehicles, in particular the requirement of clause 7.5. The essence of the rule is as follows: when transporting people, conditions must be created that prevent passengers from being outside the lateral dimensions or the rear dimension of the cart (sleigh). In practice, this means that one must sit inside or in designated places provided by the design so that hands, legs, or seating do not extend beyond the width of the cart and do not protrude backward.

When considering the options, the condition of not allowing passengers to extend beyond the lateral dimensions is mandatory, but by itself does not cover the risk when a person sits on the rear board or hangs backward. Similarly, the requirement not to protrude beyond the rear dimension does not guarantee safety if a passenger sticks out to the side. That is why, in this exam question for the theoretical test, it is correct to choose the option that combines both conditions: passengers must remain within the dimensions of the horse-drawn vehicle both on the sides and at the rear.

Clause 7.5

Carrying people by animal-drawn vehicles is allowed provided that conditions exclude the possibility of passengers being beyond the side and rear dimensions of the vehicle.

Application: while in motion, passengers must be positioned so as not to extend (with body parts or seating) beyond the side dimensions or the rear dimension of the cart (sled), that is, they must remain within the vehicle's dimensions.

Therefore, the correct answer is "Answers 1 and 2," given that according to the definition in the Traffic Rules, carrying people by animal-drawn vehicles is permitted only under conditions that exclude passengers being beyond the side and rear dimensions of the vehicle.

A horse-drawn cart or sleigh is considered a vehicle under the Traffic Rules, so carrying people on it is only allowed if the passengers' safety is ensured. The main danger here is simple: if a person sits "on the edge" or hangs their arms or legs outside, they can be injured by a wheel, a part of the cart, another vehicle, or a road obstacle.

That is why clause 7.5 of the Traffic Rules establishes the requirement: transporting people is only permitted when passengers are not located beyond the side or rear dimensions of the cart (sleigh). In practical terms, this means that passengers must be seated inside the cart (sleigh) or in designated areas provided by the design, so that no part of their body extends beyond the width or rear length of the vehicle.

For example, if a passenger sits in the body of the cart and keeps their arms and legs inside, and also does not sit on the rear board so that their body or legs stick out behind, the Traffic Rules are being followed. On the other hand, if someone sits on the side board and hangs their legs outside, or is positioned at the rear so that they extend beyond the vehicle's dimensions, such transportation is prohibited.

Therefore, both conditions are correct: passengers must not extend beyond the side dimensions, and they must not extend beyond the rear dimension. These are two parts of a single safety requirement, and they complement each other.

Thus, the correct answer is "Answers 1 and 2," since transporting people by horse-drawn vehicle is only allowed if passengers are not beyond the side and rear dimensions of the cart (sleigh) and all body parts remain within the vehicle.
