The logic behind this requirement is clear: even if the driver has provided initial assistance, full treatment and transportation to a hospital must be carried out by specialists, and any delay could cost the injured their health or life.
If the driver is objectively unable to perform these actions themselves (for example, there is no communication, the driver is injured, or the situation does not allow for safe assistance), then they must ask those present for help and organize the transportation of the injured to a medical facility. However, this is an option "if there is no other way," not the main one.
