That is, the correct answer is "If there is a valid coupon confirming the passage of the state technical inspection," given that, according to the Traffic Rules, the bus driver (as a vehicle subject to mandatory technical inspection) must have a valid document confirming its completion, and operation without such completion is prohibited.
When it comes to allowing a bus to operate, the Traffic Rules are based on the fact that this vehicle transports passengers and therefore must meet increased safety requirements. That is why it is important not only to actually have a serviceable bus, but also to have official confirmation of its technical suitability.
Such confirmation is a document proving the passage of state technical inspection. The logic here is simple: a bus is allowed to participate in road traffic when there is valid proof that its braking system, steering, lighting devices, tires, and other important elements have been checked in the prescribed manner and meet the requirements.
In practice, this means the following: even if the driver is confident that the bus is in good condition, but the validity period of the technical inspection document has expired or there is no such document, there are no grounds for allowing it to operate. Conversely, the presence of a valid certificate confirms that the inspection has been passed on time, and therefore the bus can be used on the route or for passenger transportation.
Therefore, the correct answer is "If there is a valid certificate confirming the passage of state technical inspection," since a valid document proving the passage of state technical inspection is a mandatory condition for allowing a bus to operate.
