Short application to the question: a minibus does not fall under the restriction for "buses (except minibuses)" (90 km/h), therefore the rule for "other vehicles" (g) applies to it, which on a road with a median strip is 110 km/h.

Minibus — a single-deck bus with no more than seventeen seats, including the driver's seat.

For “other vehicles,” that is, those that do not have a separate lower limit in this clause, on a road with separate carriageways divided by a median strip, it is allowed to travel at no more than 110 km/h. In this situation, a minibus does not fall under the 90 km/h restriction set for buses (except minibuses), so it moves according to the general rule for this type of road.

For example: if a minibus is traveling outside a populated area on a road marked with sign 5.3 “Road for motor vehicles,” and this road has a median strip between directions, then the upper speed limit for it will be 110 km/h (in the absence of other restrictive signs).

Therefore, the correct answer is “110 km/h,” since for a minibus on a road for motor vehicles outside populated areas, the speed regime for a road with a median strip according to clause 12.6 (e) of the Traffic Rules applies, that is, no more than 110 km/h.
