Question without image

This is an exam question from the Traffic Rules of Ukraine (PDR) concerning road safety when operating oversized vehicles. When a road train or another vehicle has excessive dimensions, standard rules may not be sufficient: for safety, a special route, travel conditions, and, if necessary, escort may be determined. That is why the theoretical exam often includes threshold parameters, after which special rules apply.

The question tests knowledge of the section of the Traffic Rules regarding the transportation of cargo and the movement of oversized/heavy vehicles, specifically the requirements of clause 22.5 of the PDR of Ukraine. This clause directly establishes the length threshold: for ordinary vehicles (i.e., not route vehicles), special rules apply when the length exceeds 22 m. The exception for route vehicles is different (higher), but within this task it is not used, since the condition states that they are not taken into account.

The analysis of the answer options here comes down to precise knowledge of the regulation: a value over 21 m is understated and does not comply with clause 22.5, while options over 23 m, over 24 m, and over 25 m overstate the permissible limit for non-route vehicles. In practice, this is important for drivers of trucks with trailers and road trains: an error of 1–2 meters can mean a violation of requirements, risks for other road users, and problems with organizing travel, which is exactly what this exam question checks in the theoretical test.

Clause 22.5

Special rules apply to the road transport of dangerous goods, the movement of vehicles and their combinations if any of their dimensions exceed: width — 2.6 m (for agricultural machinery moving outside populated areas, on roads of villages, settlements, towns of district significance — 3.75 m), height from the road surface — 4 m (for container carriers on routes established by Ukravtodor and the National Police — 4.35 m), length — 22 m (for route vehicles — 25 m), actual mass — over 40 t (for container carriers — over 44 t, on routes established for them by Ukravtodor and the National Police — up to 46 t), axle load — over 11 t (for buses, trolleybuses — 11.5 t), double axles — 16 t, triple axles — 22 t (for container carriers: axle load — 11 t, double axles — 18 t, triple axles — 24 t), or if the load extends more than 2 m beyond the rear dimension of the vehicle. Axles should be considered double or triple if the distance between them (adjacent) does not exceed 2.5 m. The movement of vehicles and their combinations with an axle load of more than 11 t, double axles — more than 16 t, triple axles — more than 22 t, or an actual mass of more than 40 t (for container carriers: axle load — more than 11 t, double axles — more than 18 t, triple axles — more than 24 t, or an actual mass of more than 44 t, and on routes established for them by Ukravtodor and the National Police — more than 46 t) is prohibited on public roads when transporting divisible loads. The movement of vehicles with an axle load of more than 7 t or an actual mass of more than 24 t on local public roads is prohibited.

Brief application: this clause sets the maximum length after which movement is subject to “special rules”: 22 m — for regular vehicles, 25 m — for route vehicles.

Clause 1.10 (term “Route vehicles”)

Route vehicles — public transport vehicles (buses, trolleybuses, trams, route taxis) that operate on established routes and stop at designated locations for passenger boarding (alighting).

Brief application: the term is needed to correctly apply the exception in clause 22.5 (for route vehicles the length threshold is different — 25 m).

That is, the correct answer is “Over 22 m.”, considering that according to the Traffic Rules, movement under special rules for non-route vehicles begins when their length exceeds 22 meters (clause 22.5).

There are cases in the Traffic Rules when the usual order of movement is not sufficient, and special rules are applied. This concerns, in particular, oversized vehicles, for which a separate route, travel conditions, and, if necessary, an escort may be arranged.

Clause 22.5 of the Traffic Rules sets the limiting parameters, exceeding which movement is carried out according to special rules. One of these parameters is the length of the vehicle or vehicle combination. For ordinary vehicles (not route vehicles), the limit is 22 meters: if the length exceeds this value, it is already considered an excess of the standard.

Practical example: if a truck with a trailer or a road train has a total length of 23 meters, it exceeds the established norm of 22 meters. That is why its movement is not considered ordinary—it must be carried out according to special rules.

It is important not to confuse the exception: for route vehicles, the Traffic Rules provide for a different permissible length, but the question specifically states “except for route vehicles,” so we focus on the 22-meter standard.

Therefore, the correct answer is "Over 22 m.", since according to clause 22.5 of the Traffic Rules, a vehicle (except for a route vehicle) with a length greater than 22 meters is considered to exceed the standard and must move according to special rules.
