This exam question from the Traffic Rules of Ukraine concerns road safety in situations of sudden danger: how a driver should act after emergency braking and when it is permissible to resume movement. The topic is important for the theoretical exam, as it tests not only knowledge of traffic rules but also understanding of the logic of safe driving of a truck, especially considering the operation of the anti-lock braking system (ABS).

The question checks the sections of the Traffic Rules regarding starting movement and changing its direction (point 10.1), and about speed and actions in case of danger (point 12.3), as well as the basic definitions of “danger to traffic” and “obstacle to traffic” from point 1.10. The logic is as follows: after a forced stop, including after sudden braking, the driver has the right to immediately continue driving as soon as they are sure that it is safe and will not create obstacles for others. The presence of ABS additionally explains why emergency braking does not mean loss of control: the system prevents wheel lockup, maintains steerability, and allows, if necessary, to safely maneuver around an obstacle.

The analysis of the answer options comes down to the correct interpretation of the Traffic Rules: the statement about the possibility to start moving immediately corresponds to point 10.1, because the key condition is not a “pause after braking,” but checking the safety of starting movement. The option about prohibition is not justified by the rules if the danger has been eliminated and there are no technical obstacles. Limiting speed to 15 km/h is also not provided by the Traffic Rules as a universal requirement specifically after emergency braking: the driver chooses the speed according to the situation, complying with general safety requirements.

Clause 10.1 — 10 “Starting to move and changing its direction”

Before starting to move, changing lanes, or making any change in the direction of movement, the driver must make sure that it will be safe and will not create obstacles or danger to other road users.

Short application: after a forced (including emergency) stop, the driver may immediately continue driving if he/she has made sure that such a start is safe.

Clause 12.3 — 12 “Speed of movement”

If there is a danger to traffic or an obstacle that the driver can objectively detect, he/she must immediately take measures to reduce speed up to stopping the vehicle or safely driving around the obstacle for other road users.

Short application: the clause directly provides for the possibility of “stopping” or “driving around an obstacle”; in a vehicle with ABS, controllability is maintained during emergency braking, which makes a safe maneuver and further continuation of movement possible when it is safe.

Clause 1.10 (term “Danger to traffic”)

Danger to traffic — a change in the road situation (including the appearance of a moving object) that threatens road safety and forces the driver to immediately reduce speed or stop.

Clause 1.10 (term “Obstacle to traffic”)

Obstacle to traffic — a stationary object within the lane of the vehicle or an object moving in the same direction within this lane (except for a vehicle moving in the opposite direction in an adjacent lane), which forces the driver to maneuver or reduce speed up to stopping.

That is, the correct answer is “Allowed,” given that according to the definition of the Traffic Rules, after emergency braking (as fulfilling the requirement to immediately reduce speed up to stopping/or safely driving around), the driver may immediately start moving again as soon as it is safe and does not create obstacles or danger to other road users.

After emergency braking, the driver must make sure that the danger has been eliminated and that the road situation allows for safe continuation of movement. The very fact of sudden braking is not a reason for a mandatory pause before starting to move, if the vehicle stopped under control and there are no technical obstacles to further movement.

In a truck equipped with an anti-lock braking system (ABS), during intensive braking the wheels do not enter prolonged locking. This is important because when the wheels are locked, the vehicle loses its ability to be properly controlled, while with ABS operating, controllability is maintained: the driver can keep the direction of movement and, if necessary, adjust the trajectory, for example, to avoid an obstacle.

Therefore, after completing emergency braking in a truck with ABS, there is no additional “prohibition” on immediately starting to move: the system does not create conditions that would force you to wait, but on the contrary, ensures a controlled stop without wheel locking. In practice, this means that as soon as you have stopped, assessed the situation (whether the obstacle is moving, whether it is safe to move out, whether there is a risk of collision from behind or from the side) and have the opportunity to continue driving, you may proceed immediately.

Thus, the correct answer is "Allowed.", because ABS during emergency braking prevents wheel locking and maintains controllability, and after stopping, if safe conditions are present, there are no grounds to delay starting to move.
