Road traffic accident — an event that occurred during the movement of a vehicle, as a result of which people were killed or injured or material damage was caused.

Thus, the correct answer is "Mandatory in any case.", given that according to the definition of the Traffic Rules, in the event of a traffic accident, the driver is obliged to turn on the hazard warning lights and install the emergency stop sign (cl. 2.10(a), cl. 9.10(a)).

A road traffic accident in the Traffic Rules is understood as an event that occurs while a vehicle is in motion, which results in fatalities or injuries, or at least material damage. That is, even a minor collision with a scratch or dent is already considered an accident.

After an accident occurs, the driver must not only turn on the hazard warning lights but also additionally mark the scene of the incident for other road users. This is exactly why the Rules require the installation of an emergency stop sign or a flashing red lantern, so that approaching drivers can see the danger in advance and safely reduce speed or change their trajectory.

It is important that this requirement does not depend on the severity of the consequences of the accident. For example, if a minor collision occurs in the city at low speeds without injuries, the sign still needs to be installed. The same obligation applies outside populated areas, where speeds are usually higher and the risk of a repeat collision at the scene is greater.

Therefore, the correct answer is "Mandatory in any case," since the Traffic Rules require that in any accident, along with the hazard warning lights, an emergency stop sign (or a flashing red lantern) must be installed to warn other drivers.
