Question without image

This exam question from the Traffic Rules of Ukraine concerns the interaction between the driver and the police, as well as the obligations in situations where road safety depends on a prompt decision. Such regulations are necessary so that, in urgent cases, the police can quickly stop violations, transport detainees, and remove obstacles from the road without creating additional risks for other road users. In the theoretical exam, it is checked whether the driver understands that a police request may concern not only documents or stopping, but also the provision of the vehicle in cases clearly defined by law.

The question tests knowledge of the section of the Traffic Rules about the general duties of the driver, namely point 2.7 (subpoint "b") of the Traffic Rules. The essence of the rule is as follows: the driver of a truck must provide the vehicle to police officers for the performance of unforeseen and urgent official tasks related to the pursuit of offenders, their delivery to the bodies of the National Police, as well as for the transportation of damaged vehicles. At the same time, the rule contains exceptions: it does not apply to vehicles of diplomatic and other foreign missions, international organizations, as well as to operational and special vehicles.

The analysis of answer options in the Traffic Rules exam comes down to carefully reading the wording of point 2.7(b). The correct answer is the one that literally reflects the list of urgent official needs (pursuit, delivery of offenders, transportation of damaged vehicles). On the other hand, the statement about using the truck for "immediate delivery of police officers to their place of work" is not included in the grounds defined by the Traffic Rules, and is therefore incorrect; because of this, the option "all of the above" is also incorrect, since it includes a reason not provided for by the rules. Knowing this nuance helps to answer the theoretical exam correctly and to understand the limits of the police's lawful demands in real road situations.

Clause 2.7 (subclause "b")

The driver, except for drivers of vehicles of diplomatic and other foreign state missions, international organizations, operational and special vehicles, must provide their vehicle to police officers for the performance of unforeseen and urgent official duties related to the pursuit of offenders, their delivery to the National Police authorities, and for the transportation of damaged vehicles.

This clause directly establishes the obligation of the driver (taking into account the exceptions listed in the subclause itself) to provide the vehicle to police officers specifically for the urgent official needs specified in the regulation, in particular for the pursuit/delivery of offenders and the transportation of damaged vehicles.

That is, the correct answer is "For the performance of unforeseen and urgent official duties related to the pursuit of offenders, their delivery to the police, and for the transportation of damaged vehicles," given that, according to the definition in the Traffic Rules, clause 2.7 (subclause "b") directly obliges the driver to provide the vehicle to police officers specifically for these unforeseen and urgent official duties (except for the defined categories of vehicles).

Clause 2.7(b) of the Traffic Rules of Ukraine establishes a special obligation for the driver of a truck: in cases defined by law, they must provide their vehicle to police officers upon their request. This is not about “helping at will,” but about a requirement that specifically concerns urgent official needs.

The logic of the rule is as follows: a truck may be needed when the situation does not allow delay and it is necessary to immediately ensure the fulfillment of an official task. For example, during the pursuit of an offender or when it is necessary to urgently transport a detained person to a police unit, and the available service vehicles are insufficient or unavailable. Similarly, a truck may be needed to move or transport damaged vehicles in order to promptly remove an obstacle from the road or ensure traffic safety.

At the same time, the Traffic Rules explicitly state exceptions: this obligation does not apply to drivers of vehicles of diplomatic and other foreign missions, international organizations, as well as to operational and special vehicles. That is, the rule is addressed to ordinary truck drivers and applies only within the scope of urgent official tasks, not for any everyday or secondary needs.

Therefore, the correct answer is “For the performance of unforeseen and urgent official duties related to the pursuit of offenders, their delivery to the police, and for the transportation of damaged vehicles,” since clause 2.7(b) of the Traffic Rules obliges the driver of a truck to provide the vehicle to police officers specifically for such urgent official actions and defines the relevant exceptions.
