UAЩо зобов'язаний зробити водій мотоцикла перед виїздом?
Question without image
This exam question from the Traffic Rules of Ukraine checks a basic principle of road safety: a driver does not have the right to start a trip if the vehicle is technically faulty or the cargo may create a danger. For a motorcycle, this is especially relevant, since even a minor malfunction of the brakes, handlebars, or tires quickly affects handling and stability, and an insecurely fastened load can shift in a turn or fall onto the roadway.
In terms of content, this question belongs to the section of the Traffic Rules about the driver's duties and preparing the vehicle for operation, specifically clause 2.3 (a) of the Traffic Rules. In the theoretical exam, it is important to understand that this is not about "useful things for the road," but about a direct obligation before departure: to check and ensure the technical serviceability and completeness of the vehicle, as well as the correct placement and fastening of the cargo (if it is being transported).
The explanation of the answer options is simple: the correct one is the one that literally reproduces the requirement of clause 2.3 (a) and directly concerns serviceability, completeness, and safe transportation of cargo. The option with a pump and tow rope does not meet the Traffic Rules as a mandatory condition for riding a motorcycle: a tow rope is not a necessary element of completeness for a motorcycle, and having a pump may be useful, but it is not a rule-established obligation. Therefore, the answer "all of the above" is also incorrect, as it adds requirements that are not set by the Traffic Rules of Ukraine.
Clause 2.3 (subclause "a")
To ensure road safety, the driver is obliged to: a) before departure, check and ensure the technical serviceability and completeness of the vehicle, as well as the correct placement and securing of the cargo.
This clause directly establishes the obligation of the driver (including a motorcycle driver) to make sure, specifically before starting to drive/departure, of the technical serviceability and completeness of the vehicle, as well as the correct placement and securing of the cargo (if it is being transported).
That is, the correct answer is "Check and ensure the technical serviceability and completeness of the vehicle, as well as the correct placement and securing of the cargo," considering that according to the definition in the Traffic Rules, this is a direct obligation of the driver before departure according to clause 2.3 (a).
Before setting off on a motorcycle, the driver must act in such a way as to eliminate technical malfunctions and dangerous situations even before starting to move. That is why the Rules impose on the driver the obligation to check the vehicle and prepare it for operation.
According to paragraph 2.3 of the Traffic Rules of Ukraine, before starting to move, the driver must make sure that the vehicle is technically sound and properly equipped. For a motorcycle, this means, for example, checking the operation of the brakes, the condition of the steering, lighting devices, horn, absence of fuel or oil leaks, and the condition of the tires. If a malfunction is detected that may affect safety, it is not allowed to set off until it is fixed.
The Rules also require checking the correct placement and secure fastening of the load, if any is being transported. For a motorcycle, this is especially important: an improperly secured load in a top case, on a luggage rack, or in saddlebags can shift in a turn, affect handling, or even fall onto the road and create a danger for other road users.
At the same time, some things that are sometimes mistakenly perceived as mandatory (for example, a tow rope) are not a required condition specifically for setting off on a motorcycle. Therefore, the answer does not concern additional items "just in case," but rather the key obligation of the driver before starting to move: technical soundness, completeness, and safe transportation of the load.
Thus, the correct answer is "Check and ensure the technical soundness and completeness of the vehicle, the correct placement and fastening of the load," since paragraph 2.3 of the Traffic Rules obliges the driver to make sure before departure of the soundness and completeness of the vehicle and the secure fastening of the load for safe driving.
