Thus, the correct answer is "The motorcyclists in fig. 2 and 3.", since according to clause 23.10 (d) it is prohibited to tow with motorcycles without a sidecar and to tow such motorcycles, and in fig. 2 both motorcycles are without sidecars and in fig. 3 a motorcycle without a sidecar is being towed.
