This exam question from the Traffic Rules of Ukraine concerns pedestrian safety when crossing the carriageway on wide and busy highways. Roads with a median strip, with four or more lanes in both directions, as well as sections with barriers, create increased risk, so the traffic rules strictly limit the places where a pedestrian may cross legally and safely. Such requirements are important not only in practice but also for successfully passing the theoretical exam.
The question tests the section of the Traffic Rules regarding the duties and prohibitions for pedestrians, in particular the application of clause 4.7 (the general rule of crossing at pedestrian crossings, including underground and overground) and clause 4.14(d) (a direct prohibition to cross outside a crossing when there is a median strip, 4+ lanes in both directions, or a barrier). Therefore, under such conditions, crossing is only allowed at specially designated places, and if an underground tunnel or overground bridge is provided, they must be used, without stepping onto the carriageway.
The analysis of the options in this exam question shows a typical trap: statements about the possibility to cross "anywhere" or "at an intersection along the lines of sidewalks/roadside" may work only as a general exception in the absence of a crossing, but not on roads with a median strip, 4 or more lanes in both directions, or a barrier, where a special prohibition from clause 4.14(d) applies. Therefore, combinations that add such a crossing at an intersection are also incorrect: under the specified conditions, the traffic rules allow crossing exclusively within a pedestrian crossing, including underground and overground crossings.
Clause 4.7 of the Traffic Rules of Ukraine
Pedestrians must cross the carriageway at pedestrian crossings, including underground and overground crossings, and in the absence of such crossings — at intersections along the lines of sidewalks or roadsides.
Clause 4.14 (d) of the Traffic Rules of Ukraine
Pedestrians are prohibited from: crossing the carriageway outside a pedestrian crossing if there is a median strip or the road has four or more lanes for traffic in both directions, as well as in places where barriers are installed.
That is, the correct answer is "At pedestrian crossings, including underground and overground crossings," given that, according to the definition of the Traffic Rules, pedestrians must cross the carriageway at pedestrian crossings (clause 4.7), and on roads with a median strip/4+ lanes in both directions and in places with barriers, crossing outside a pedestrian crossing is explicitly prohibited (clause 4.14 (d)).
When a road has a median strip, four or more lanes of traffic in both directions, or barriers are installed, this means that vehicle traffic is intense and crossing "at any convenient place" creates increased danger. That is why, under such conditions, the rules strictly limit the places where a pedestrian can legally and safely cross the carriageway.
Clause 4.7 of the Traffic Rules establishes a general principle: the carriageway must be crossed at pedestrian crossings, including underground and overground ones. That is, priority is always given to specially designated places, which are marked with road markings, signs, and/or equipped with traffic lights. If there is an underground or overground crossing at the location, the pedestrian must use it, and not step onto the carriageway.
Separately, clause 4.14 (d) of the Traffic Rules introduces a prohibition that directly relates to the question: if there is a median strip, many traffic lanes, or barriers, crossing outside a pedestrian crossing is not allowed. In such places, even crossing "along the line of the sidewalk at an intersection" is not a permitted option, because the rules explicitly restrict the pedestrian to crossing only at a specially designated place.
For example, you approach a wide avenue with two carriageways separated by a median strip, or you see a metal barrier along the road that physically prevents you from stepping onto the carriageway. In this situation, there is only one legal way: go to the marked pedestrian crossing, and if it is at different levels (an underground tunnel or an overground bridge), use it.
Therefore, the correct answer is "At pedestrian crossings, including underground and overground ones," since on roads with a median strip, a large number of lanes, or barriers, the Traffic Rules allow crossing the carriageway only at specially designated places, and crossing elsewhere is prohibited.
