Question without image

This exam question from the Traffic Rules of Ukraine concerns pedestrian safety and, in particular, organized groups of children as the most vulnerable category on the road. In real-life situations (outside populated areas, near schools, camps, during excursions), the proper organization of children's movement determines whether drivers will notice the group in time and safely maneuver around it. Therefore, the traffic rules set the strictest restrictions regarding the place and conditions for such movement.

The question tests knowledge of the section of the Traffic Rules about the duties and rules for pedestrians, as well as the application of clause 4.6, which directly prohibits the movement of organized groups of children on the carriageway. An exception is possible only in the absence of sidewalks and pedestrian (or bicycle) paths: in that case, movement is allowed along the roadside in the direction of vehicle traffic, in a column, only during daylight hours and only if there are enough adult escorts. This is critical for the theoretical exam, as such wording often checks specifically for the “exception to the prohibition” and the list of mandatory conditions.

The first answer option meets the requirements of clause 4.6: it does not allow entering the carriageway and contains the key safety conditions (roadside, moving in a column, daylight hours, adult supervision). The second option is dangerous and incorrect, as it allows movement on the carriageway and/or suggests a different order of movement (one after another, facing oncoming traffic), which contradicts the special rule for organized groups of children in the traffic rules. In practice, these requirements are necessary so that adults can control the discipline of the group, and drivers have sufficient visibility and time for a safe maneuver.

Clause 4.6 of the Traffic Rules of Ukraine

The movement of organized groups of children on the carriageway is prohibited. As an exception (in the absence of sidewalks, pedestrian paths, or bicycle paths), the use of the roadside for the movement of a group of children is allowed only during daylight hours and only with a sufficient number of adult escorts.

Brief application: this clause defines the only permissible place for the movement of an organized group of children in the absence of sidewalks/pedestrian paths — the roadside (and access to the carriageway is prohibited), as well as the mandatory conditions — only during daylight hours and accompanied by adults (which is reflected in the correct answer, together with movement in a column in the direction of vehicle traffic, as a way of organized escorted movement of the group along the roadside).

Clause 1.10 (term "Roadside")

Roadside — an element of the road that adjoins the carriageway at the same level, not intended for vehicle movement, but may be used for their stopping and parking, as well as for the movement of pedestrians, cyclists, mopeds, and horse-drawn carts (sledges) in cases provided for by these Rules.

Brief application: explains that the "roadside" is an element of the road that, in cases provided by the Traffic Rules, may be used for pedestrian movement, including organized groups of children under the conditions of clause 4.6.

Clause 1.10 (term "Sidewalk")

Sidewalk — an element of the road intended for pedestrian movement, adjoining the carriageway or separated from it by a lawn.

Brief application: necessary for understanding that, as a general rule, groups of children must move along sidewalks (and only in their absence — along the roadside according to clause 4.6).

Clause 1.10 (term "Pedestrian path")

Pedestrian path — a path with or without a surface, intended for pedestrian movement.

Brief application: clarifies what is meant by "pedestrian path", the absence of which is a condition for applying the exception from clause 4.6.

Clause 1.10 (term "Carriageway")

Carriageway — an element of the road intended for the movement of non-rail vehicles.

Brief application: allows for the correct interpretation of the direct prohibition in clause 4.6 regarding the movement of organized groups of children on the carriageway.

Clause 1.10 (term "Dark time of day")

Dark time of day — the period from the end of evening twilight to the beginning of morning twilight.

Brief application: used to distinguish "daylight hours" (when movement under clause 4.6 is allowed) from the dark time (when, according to clause 4.6, movement of the group along the roadside is not allowed).

That is, the correct answer is: "Only along the roadside in the direction of vehicle traffic in a column, but only during daylight hours and only accompanied by adults.", given that according to the definition in clause 4.6 of the Traffic Rules, movement of organized groups of children on the carriageway is prohibited and, as an exception, movement is allowed only along the roadside and only under the conditions of daylight hours and adult accompaniment.

An organized group of children is considered a particularly vulnerable category of pedestrians in the rules. Therefore, the main principle is as follows: children must be led where they are best separated from traffic, that is, on sidewalks or pedestrian paths. The group is not allowed to enter the carriageway, as this sharply increases the risk of being hit.

If there are no sidewalks or pedestrian paths, the Traffic Rules make an exception: the group is allowed to move not on the carriageway, but on the roadside. The roadside is the outermost element of the road that separates pedestrians from the traffic lanes, so this is the only acceptable option in such conditions.

It is also important that the group is led along the roadside in the direction of traffic and specifically in a column. Moving in a column disciplines the children, makes their movement more predictable for drivers, and reduces the likelihood of sudden entries onto the carriageway.

Additional restrictions are also logical from a safety perspective: only during daylight hours and only accompanied by a sufficient number of adults. During the day, it is easier for drivers to see the column of children in advance, assess the situation, and safely pass by. Adult supervision is needed to control the behavior of the children, keep the column organized, and prevent them from entering the carriageway.

Thus, the correct answer is "Only along the roadside of the road in the direction of traffic in a column, but only during daylight hours and only accompanied by adults," since in the absence of sidewalks and paths, the Traffic Rules allow children to move only along the roadside, not on the carriageway, and only under conditions that ensure maximum visibility and adult supervision.
