Question without image
This is an exam question from the traffic rules about safety and the driver's actions after a traffic accident when there are injured people. For the theoretical exam, it is important not only to know the formal norms of the Traffic Rules of Ukraine, but also to understand how to quickly recognize dangerous injuries that threaten life due to blood loss and shock, and how to properly organize assistance before the arrival of medical professionals.
The question tests the section of the Traffic Rules of Ukraine regarding the duties of a driver involved in a traffic accident (point 2.10), as well as the general understanding that a traffic accident (point 1.10) may result in injuries. The key sign of an open fracture is the violation of the integrity of the skin over the fracture site, that is, the presence of a wound, which often bleeds, and sometimes bone fragments or the edge of the bone can be seen in the wound. It is these manifestations that distinguish an open injury from a closed one and indicate an increased risk of infection and massive blood loss.
The first option is correct because it contains the decisive markers of "openness": a wound in the fracture area, bleeding, and possible visible bone fragments. The second option describes typical symptoms of a fracture in general (deformation, pain, hematoma), but they can also occur with a closed fracture, so they are not definitive for an open injury within the context of this exam question. In practice, correct recognition prompts the driver to act according to the requirements of the Traffic Rules: call emergency medical assistance, if possible stop the bleeding, and ensure immobilization of the limb without worsening the victim's condition.
Clause 2.10 (duties of a driver involved in a road traffic accident)
The Traffic Rules of Ukraine impose on a driver involved in a traffic accident the duty, in particular, to take possible measures to provide pre-medical assistance to the victims and to call (ensure the call of) emergency services/emergency medical assistance, as well as to act in such a way as to maximize the preservation of the life and health of the victims until the arrival of medical personnel (within the requirements of the Traffic Rules regarding actions at the scene of the accident).
Explanation of the application of the clause: the exam question about the signs of an open fracture checks not the “medical definition” from the Traffic Rules (there is none in the Traffic Rules), but the practical readiness of the driver to fulfill the requirement of the Traffic Rules regarding pre-medical assistance — for this, the driver must be able to recognize an injury accompanied by a wound, bleeding, and possibly a visible bone fragment (open fracture), and accordingly choose the correct actions (stop the bleeding, immobilize, call EMS, etc.).
Clause 1.10 (the term “Road Traffic Accident”)
A road traffic accident is an event that occurred during the movement of a vehicle, as a result of which people were killed or injured, or material damage was caused.
Explanation of the application of the clause: since an open fracture of a limb is a typical “injury with a wound” that can occur precisely as a result of a traffic accident (where there are “injured people”), knowledge of the signs of such an injury is directly related to the driver’s fulfillment of the duties provided by the Traffic Rules in the event of a traffic accident.
That is, the correct answer is “The presence of a wound at the fracture site, bleeding from the wound, the presence of bone fragments in the wound,” given that according to the content of the driver’s duties in the event of a traffic accident (the Traffic Rules require providing pre-medical assistance to victims), the driver must be able to recognize an open fracture as an injury characterized by a wound in the area of the fracture, bleeding, and/or visible bone fragments.
When it comes to an open fracture of a limb, the key difference from a closed fracture is that there is a breach of the skin's integrity over the site of injury. That is, the bone breaks not only “inside,” but the injury has a direct connection with the external environment through a wound.
In practice, this looks as follows: in the area of the fracture, you see a wound from which blood may flow. The presence of a wound at the fracture site is the main sign of an “open” injury, and bleeding from this wound often accompanies such damage because blood vessels and soft tissues are injured.
Another characteristic sign of an open fracture, which definitively confirms the severity of the injury, is the possibility of seeing bone fragments or their edges in the wound. For example, after being run over or falling, a person has a deformed limb, and in the area of deformation, a skin tear with blood is visible, and sometimes bone fragments can be seen deep in the wound.
At the same time, such manifestations as severe pain or unnatural mobility of the limb can also occur with closed fractures, so they are not the main “signs of an open fracture” within the scope of this question. Here, it is important that the fracture is accompanied by a wound and its external manifestations.
Therefore, the correct answer is “The presence of a wound at the fracture site, bleeding from the wound, the presence of bone fragments in the wound,” since an open fracture is defined by skin damage with a wound, bleeding, and possibly visible bone fragments in this wound.
