This exam question from the Traffic Rules of Ukraine concerns the basic principles of safe driving: attentiveness, constant monitoring of the situation, and creating a "reserve of time and space" for reaction. In real traffic, dangers arise not only ahead, but also to the sides and behind, so the driver must continuously analyze the road situation, anticipate the actions of other participants, and avoid driving "at the last second." This approach is key to successfully passing the theoretical exam and driving safely every day.

The question tests knowledge of the sections of the traffic rules regarding the driver's duties and the choice of safe driving conditions: attentiveness and monitoring the road situation (point 2.3 a), choosing a safe speed for constant vehicle control (point 12.1), as well as maintaining a safe distance and safe lateral interval (point 13.1 and terms from point 1.10). The essence of the correct action is that the driver must constantly assess the situation and simultaneously control the distance to the vehicle ahead and the lateral interval, because these gaps provide the opportunity to avoid a collision during sudden braking, maneuvering, or loss of road grip.

Other answer options describe incorrect or incomplete approaches. Shifting the responsibility for observing hazards to passengers does not comply with the requirements of the Traffic Rules of Ukraine: responsibility for monitoring the situation and driving always rests with the driver, and passengers may only assist with advice, but cannot replace the driver's attention. Focusing only on what is happening ahead is also insufficient, because safe driving requires monitoring not only the area in front, but also the side intervals, mirrors, "blind spots," the behavior of pedestrians and vehicles nearby, all of which directly affect accident prevention.

Clause 2.3 (a)

To ensure road safety, the driver is obliged to: be attentive, monitor the road situation, respond appropriately to its changes, monitor the technical condition of the vehicle, and not be distracted from driving this vehicle on the road.

Clause 13.1

The driver, depending on the speed of movement, road situation, characteristics of the cargo being transported, and the condition of the vehicle, must maintain a safe distance and a safe lateral interval.

Clause 12.1

When choosing a safe speed within the established limits, the driver must take into account the road situation, as well as the characteristics of the cargo being transported and the condition of the vehicle, in order to be able to constantly control its movement and drive it safely.

Clause 1.10 (terms "Road situation", "Safe distance", "Safe interval")

Road situation — a set of factors on the road (including road conditions, traffic intensity, presence of obstacles, pedestrians, etc.) that affect the conditions and safety of movement.

Safe distance — the distance to the vehicle moving ahead, which under the existing traffic conditions ensures the possibility to avoid a collision in case it brakes or stops.

Safe interval — the lateral distance between vehicles (or between a vehicle and other objects), which under the existing traffic conditions ensures safety.

That is, the correct answer is "Constantly assess the road situation, control the safe distance and interval," given that according to the definitions of the Traffic Rules the driver is obliged to be attentive and monitor the road situation (clause 2.3 (a)), as well as maintain a safe distance and interval (clause 13.1) for constant control of movement and safe driving (clause 12.1).

Safe driving does not start with speed or “confidence behind the wheel,” but with constant control of the situation around the vehicle. The driver must not simply look ahead, but continuously analyze what is happening on the road: how other vehicles are moving, where pedestrians might appear, whether the road surface is changing, if there are any obstacles, and how their own decisions (acceleration, braking, lane changing) will affect the situation.

The Traffic Rules require the driver to be attentive, to monitor the traffic situation, and to respond appropriately to its changes. In practice, this means constantly “scanning” the space ahead and around, spotting dangers in advance, and not allowing situations where decisions have to be made at the last second. For example, if there is a traffic jam or an uneven section of road ahead, the driver assesses the risks in advance and reduces speed early, rather than braking sharply.

A separate aspect of safety according to the Traffic Rules is related to distance and interval. A safe distance to the vehicle in front allows you to stop without collision if it brakes suddenly. A safe (lateral) interval is needed to avoid contact when overtaking, passing, or driving alongside a bicycle or a pedestrian on the roadside. For example, on wet or slippery surfaces, the braking distance increases, so the distance should be increased; in heavy traffic, it is important to keep enough lateral space so that a sudden change in another car’s trajectory does not lead to an accident.

It is precisely the combination of these actions that creates real control of the situation: the driver assesses the environment, predicts the development of events, and leaves themselves space and time for a safe maneuver or stop. If distance and interval are not controlled, even attentiveness will not help, because physically there will be no opportunity to react without an accident.

Therefore, the correct answer is “Constantly assess the traffic situation, control a safe distance and interval,” because continuous analysis of the road situation together with maintaining safe gaps provides the time and space for timely and safe reactions in accordance with the requirements of the Traffic Rules.
